About this file

This file contains contractor outreach documentation for an emergency slide repair project on Interstate 84 at milepost 359.1 eastbound, managed by the Oregon Department of Transportation (ODOT). The project involves excavation of approximately 96,000 cubic yards of general excavation material and approximately 21,000 cubic yards of buttress stone embankment to stabilize an active landslide currently moving at approximately one inch per day. The project was advertised early the week of the document's distribution with bids opening around April 17th. The contractor must complete all work by September 15, 2023, a hard deadline imposed due to emergency funding requirements, with no restrictions on the start date. Two disposal sites are designated: one at milepost 359.5 eastbound accessible without entering the interstate (capable of accommodating approximately 90 percent of excavated material) and another at milepost 362.1 eastbound accessible via Interstate 84 and Moore's Hollow exit, with compaction required at both locations. The project is subject to prevailing wage requirements, with wages determined as the higher of Davis-Bacon or BOLI rates for each classification.

The buttress will be constructed of stone embankment meeting specification 0330 requirements, keyed a minimum of three feet into competent mudstone with a 1:1 backslope and drainage geotextile per specification BA02. ODOT possesses an undeveloped material source called Tub Mountain (DOGMI #230276) in the project area and indicated it would issue an addendum or letter of clarification regarding potential use of this source. No pavement damage has occurred to date. The interstate will not be closed to opposing traffic; contraflow operations are not permitted. A geotechnical investigation from a previous 1989 slide at the same location is available upon request. Project advertisements are available through Oregon Buys at oregonbuys.gov.
