About this file
This document outlines Bergen County's Joint Venture and Set-Aside Program for procurement of construction, architecture, engineering, professional services, and goods and services. The Bergen County Board of County Commissioners and County Executive have established this program to promote economic inclusion and equal competition opportunities for all eligible businesses. The program supports participation from Qualified Minority Business Enterprises (MBE), Qualified Women's Business Enterprises (WBE), Qualified Veteran Business Enterprises (VBE), and Small Business Enterprises (SBE). Interested vendors must register on the Bergen County Purchasing portal at www.bergenbids.com to receive notifications of business opportunities, access specifications, monitor the purchasing process, and track past awards.
To participate in Bergen County's Set-Aside program, businesses must meet specific ownership and control requirements and obtain certification from recognized government agencies. MBEs, WBEs, and VBEs must be independently owned and operated entities with principal places of business in New Jersey and at least 51 percent ownership and control by minority members, women, or veterans, respectively, all pursuant to N.J.S.A. 40A:11-25. SBEs must also be independently owned, operated, and principally located in New Jersey. Qualifying certifications may be obtained from the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs. Vendors should upload their New Jersey Business Registration Certificate and relevant certification documents to their portal profiles. For questions regarding certification options and the registration process, businesses may contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112.
