About this file

This is an Instructions to Bidders and Specifications document for Milwaukee County Parks Department and Zoo regarding the procurement of pool chemicals for 2026. The solicitation seeks bids for eleven line items of pool treatment chemicals and supplies, including sodium bicarbonate (305 50-pound bags annually), calcium hypochlorite shock (50 100-pound bags), diatomaceous earth filter media (600 total units across two product specifications), sodium bisulfate pH decreaser (16 25-pound pails), bulk sodium hypochlorite (40,000 units), packaged sodium hypochlorite cases (2,400 cases of four gallons), cyanuric acid (70 50-pound pails), sulfuric acid (170 15-gallon carboys), tri-chlor chlorinating tablets (120 25-pound pails), and delivery services. The Parks Department operates multiple aquatic facilities at ten locations with varying tank capacities ranging from 50 to 500 gallons, while the Zoo maintains a 300-gallon drum system. Deliveries to Cool Waters and Schulz Aquatic Centers must occur before 10 a.m. Central time, while other Parks locations require delivery by noon; Zoo deliveries are scheduled Monday through Friday between 8 a.m. and 9:30 a.m. Standard delivery timeframe is forty-eight hours after order receipt, though same-day and next-day deliveries may be required.

Vendors must provide functional truck lifts to enable product unloading without requiring County equipment and must place materials in designated storage locations. Partial deliveries of bottled, bagged, or pailed products are prohibited, though bulk tank deliveries may only be filled to capacity regardless of order amounts. Milwaukee County reserves the right to refuse defective products and requires vendors to supply updated Material Safety Data Sheets upon request and with each delivery. End-of-year and end-of-season pickups of unopened containers are conducted at vendor expense with full refund of unopened supply costs to the County. The solicitation serves the Parks Department and Zoo, identified as the largest County users of pool chemicals, with facilities operating year-round at some locations (Noyes and Pulaski indoor pools and Zoo) and seasonally at others.
