About this file

This is a Statement of Work for the California Department of Corrections and Rehabilitation (CDCR), Division of Rehabilitative Programs, Office of Correctional Education, detailing requirements for desktop CNC equipment acquisition and installation. The project seeks the procurement of 10 Desktop CNC Mill 3-Axis machines and 8 Desktop CNC Lathe machines for the Career Technical Education Manufacturing, Design and Engineering Program at two facilities: Central California Women's Facility (CCWF) in Chowchilla and California Institution for Women (CIW) in Corona. The Desktop CNC Mills must feature minimum 3-axis control (X, Y, Z) with axis travel ranges of 5.5" x 9.5" x 2.5", spindle speed of 14,000 rpm, 110 VAC single-phase power, and compatibility with major CAM systems including Mastercam and Solidworks. Each mill must include a software application for converting the machine into a CNC plotter, a 15-piece ER-11 tooling starter kit, and a locking mobile and stationary toolbox (minimum 48" x 26" with 2,000 lb. load capacity). The Desktop CNC Lathes must feature minimum 2-axis control (X and Z) with 2.5" axis travel, 2,500 rpm spindle speed, 1 hp spindle power, and automatic tool change capability with minimum six tool stations. The period of performance runs from October 29, 2026, through December 26, 2026, or upon project completion, whichever is earlier. No specific response date, site visit, or bidder's conference is identified in the document.

The contractor must provide eight-hour onsite operational training for instructors at each facility following equipment installation, with annual refresher training for up to five instructors per institution for five years from the installation date. All equipment must be warranted against defects in materials and workmanship for twelve months from completed installation, with a mandatory five-year extended service contract and preventive maintenance plan included. The contractor must provide annual preventive maintenance, corrective maintenance by certified manufacturer representatives, software updates via USB, and maintain a dedicated email address and phone number with a five-working-day response time for service coordination. Contractor travel costs to CCWF are included within the service and preventive maintenance plan, and all travel costs are included in the Purchase Order with no additional reimbursement authorized. The existing environment includes aging CNC equipment—Haas ST-10 and ST-25Y lathes and Haas VF-1, VF-2 SS, and UMC-750 SS mills—which have reached end-of-life and require increased servicing. The contract allows for potential amendments to increase funding up to 10 percent of the initial contract value if determined to be in CDCR's best interest, with all costs to be reflected on a cost worksheet.

5. CURRENT ENVIRONMENT

The institution’s DRP Career Technical Education (CTE) program currently operates an onsite machining classroom equipped with a combination of State-owned Mill and Lathe machinery used for vocational training. The equipment consists of CNC vertical milling machines and CNC engine lathes that vary in age, manufacturer, and operational capability. Most machines are older models that have undergone routine maintenance;

however, several units are approaching end-of-life and require increased servicing to remain operational.

The machining classroom is located within a secured portion of the institution, and all equipment is housed in a controlled workshop environment that includes standard electrical infrastructure, ventilation, and safety systems compliant with institutional guidelines. Only trained instructional staff and authorized students may access or operate the machinery, following DRP safety protocols and CDCR operational restrictions.

RFQ: 10846575

Exhibit A

Current equipment supports basic machining practices such as turning, facing, drilling, milling, and threading. However, limitations in precision, reliability, and parts availability restrict the range of instruction that can be offered. Maintenance is primarily performed by institutional plant operations staff, with limited vendor support due to the age of the machines. Any new equipment or services provided under this Scope of Work must integrate safely into the existing workshop layout, meet CDCR security and safety requirements, and support the instructional objectives of DRP’s machining certification curriculum.

If it is determined to be in the best interest of the CDCR, the resulting Agreement may be amended to increase the funding consistent with the original Scope of Services and Terms and Conditions, and at the rates as listed in the Cost Worksheet. The total value of the Amendment shall not exceed ten (10) percent of the initial total contract value.

7. COST EVALUATION

The cost evaluated is the “Total Evaluated Cost” as reflected on the cost worksheet.
