1. SECTION 1. DESCRIPTION OF SERVICES
1.1. The Protestant Worship Accompanist (from this point on, identified as Contractor) will provide instrumental music support for the Protestant worship services and rehearsals as identified in this statement of work. The Dyess Chaplain Corps Team (from this point on, identified as the Customer) shall provide all personnel, equipment, supervision, and other items and services necessary to support the Customer for Dyess Air Force Base, Abilene, Texas in accordance with this PWS. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.
1.2. PERFORMANCE REQUIREMENTS: Contractor shall meet the following qualifications as part of this requirement.
1.2.1. Be at least 18 years old.
1.2.2. Have a High School diploma or equivalent.
1.2.3. Be musically proficient.
1.2.3.1. Be able to read music and improvise musically.
1.2.3.2. Be proficient in playing guitar or keyboard with the ability to accompany the congregation, choral groups, and soloists.
1.2.3.3. Be able to play collaboratively with other musicians.
1.2.3.4. Have working knowledge of and musical skill in current Contemporary Christian music and popular hymns and the ability to plan/lead congregational worship in keeping with the style/type of worship being celebrated.
1.2.3.5. Perform an audition with music of choice and selected sight reading to demonstrate musical proficiency.
1.2.4. Have minimum of two years’ experience leading Protestant Contemporary worship music in a church environment. (Although not required, experience with recruiting, instructing, and conducting volunteer worship bands and vocalists is preferred.)
1.2.5. Be positive, spiritually sensitive, and able to work with Chapel staff members, Chapel volunteers, and congregational members.
1.2.5.1. Be able to communicate clearly both orally and in writing in English.
1.2.5.2. Be skilled at resolving interpersonal conflicts and promote constructive working relations.
1.2.6. Undergo a government federal background investigation at government expense in accordance with DOD regulations.
1.3. PERFORMANCE WORK STATEMENT: Contractor shall perform the following duties as part of this requirement.
1.3.1. Provide worship leadership and musical accompaniment during weekly worship services for the congregation. In the Contractor’s Primary Employee’s absence, the Contractor will arrange for an equally qualified substitute to be present to provide services according to this performance work statement. Substitute must be approved through the Contracting Officer Representative (COR). There will be no paid sick leave or paid ordinary leave. Except for emergencies, the COR/Chaplain must be notified of substitution NLT one week prior to the next service.
1.3.1.1. Work with the sponsoring service Chaplain in selecting, preparing, and performing music from appropriate church sources, keeping with the style/type of worship being celebrated and relating to the theme established by assigned Scripture readings and/or religious seasons.
1.3.1.2. Prepare worship slides with song lyrics to facilitate congregational singing as needed.
1.3.1.3. Have music and necessary equipment ready NLT 15 minutes prior to the start of services and rehearsals.
1.3.1.4. Wear attire appropriate for family worship during worship services and act in a professional manner while performing this contract.
1.3.1.5. Remain present for the entire timeframe of any contracted rehearsal, performance, or worship service.
1.3.1.6. Ensure that all equipment and/or furnishings are turned off and/or returned to their proper place following services.
1.3.2. Recruit, train, and maintain a volunteer base for the Protestant worship team.
1.3.3. Adhere to Chapel policy and Air Force regulations regarding Chapel Tithes and
Offering Funds (CTOF), Appropriated Funds, and facility scheduling for rehearsals in support of music programs.
1.3.4. Coordinate all support requirements with the Service Chaplain or a designated representative.
1.3.5. The government shall provide common work area equipment and supplies for use by the Contractor in performance of official duties.
1.3.6. The Contract is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
1.4. COMPLIANCE AND STANDARDS:
1.4.1. The Contractor shall comply with all requirements set forth in applicable Air Force
Instructions, DAFI 52-105 and local operating instructions.
1.4.2. The Contractor shall comply with all procedures established by the Wing Chaplain, Chaplain and Superintendent/NCOIC Chapel Operations.
1.4.3. The Contractor shall provide up to 116 units, which include 52 Sunday Worship Services, 58 rehearsals, 4 Special Services and 2 memorial services.
1.4.4. While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees or agents of the government.
1.4.5. The performance monitor for this contract is the C who will:
a. Provide items deemed necessary to perform services described in this Performance Work Statement.
b. Monitor the contractor’s performance. The Contractor will be notified in writing of all noncompliance work, and will be given an opportunity to correct, if possible, non-conforming work. The Contractor will be given the opportunity to respond in writing to any notice of noncompliance.
1.5. DISPUTE CLAUSE:
1.5.1. Any grievance by the Contractor shall be resolved at the lowest level. The Chain of Command is as follows: Contract Officer Representative and then the Contract Officer. If this does not resolve the problem, the Contractor should contact the base Contracting Officer.
1.6. SAFETY
1.6.1. The Contractor shall comply with all applicable OSHA and AFOSH standards
1.6.2. The Contractor shall not bring any hazardous materials onto Dyess AFB or use hazardous materials in any Dyess Facility.
1.6.3. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned or privately-owned vehicles while on Dyess Air Force Base.
1.6.4. The government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employees, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
1.7. Performance Evaluation: Performance of service shall be evaluated to determine whether it meets the performance requirement of this contract. Re-performance or unacceptable services at no additional cost is preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to inspection of services clause in the contract, i.e., FAR 52.246-4, 52.246-5, or 52.212-4(a)

Disregarding more than two times the expectations of the service Chaplain regarding musical styles/themes, as discussed at least one week prior to services, is unacceptable.
Prepare worship slides with song lyrics to facilitate congregational singing as needed.
1.3.1.2 Being unprepared with worship slides more than three times is unacceptable.
Have music and necessary equipment ready NLT 15 minutes prior to the start of services and rehearsals.
1.3.1.3
Being unprepared more than three times with music or equipment within the designated timeframe is unacceptable.
Wear attire appropriate for family worship during worship services and act in a professional manner while performing this contract.
1.3.1.4 Wearing inappropriate attire more than once is unacceptable.
Remain present for the entire timeframe of any contracted rehearsal, performance, or worship service.
1.3.1.5
Being absent (Contractor or designated substitute) for any portion (i.e., arriving late or leaving early) more than three times during any given quarter is unacceptable.
Ensure that all equipment and/or furnishings are turned off and/or returned to their proper place following services.
1.3.1.6 Failing to return the facility to its proper state more than three times is unacceptable.
Recruit, train, and maintain a volunteer base for the Protestant worship team.
1.3.2 Failing to involve volunteers in four or more worship services is unacceptable.
Adhere to Chapel policy and Air Force regulations regarding Chapel Tithes and Offering Funds (CTOF), Appropriated Funds, and facility scheduling for rehearsals in support of music programs.
1.3.3
Unintentionally failing to adhere to Chapel policy or Air Force regulations more than once is unacceptable.
Intentional infractions are unacceptable.
Coordinate all support requirements with the Service Chaplain or a designated representative.
1.3.4 Failing to communicate/coordinate specific support requirements more than four times is unacceptable.
2. SECTION 2. GENERAL INFORMATION
3.1. Hours of Operation. The Contractor shall perform the services required under this contract during the hours listed below unless otherwise noted (subject to change, based on worship schedules).
One practice a week per service TBD Sunday (1100 start time) 1030 – 1230
The Contractor will also be available to perform services on identified celebrated days of worship. Each additional service will count as one (1) unit.
3.2. Federal Holidays. The following federal holidays are observed at Dyess AFB. If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on Sunday, the following Monday will be observed. The Contractor shall be required to provide services on some holidays in conjunction with religious observances.

3.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
3.4. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes.
The Contractor shall comply with all requirements and procedures IAW FAR 5352.242- 9000, Contractor Access to Air Force Installations.
