About this file

This letter from the Director of Contracting at Anniston Army Depot mandates compliance with COVID-19 protective measures for all contract employees working at the depot. Contractors must follow guidelines from the Centers for Disease Control and Prevention and the Alabama Department of Public Health related to protective measures, reporting for duty, quarantine, and returning to work. This includes practices such as social distancing, wearing face coverings to prevent the spread of viral aerosols, washing hands, and not touching one's face. Additionally, in accordance with Department of Defense guidance, all employees, tenants, contractors and visitors at Anniston Army Depot must wear masks indoors regardless of vaccination status when in group settings of more than one person. Those who are unvaccinated must also physically distance consistent with CDC and DoD guidelines.

The solicitation seeks proposals for a nonpersonal service contract to provide onsite preventive maintenance and emergency repair services for a Kolene Molten Salt Bath Cleaning System located at Anniston Army Depot. The contract would be for a one-year base period with four one-year option periods. As the Original Equipment Manufacturer, Kolene Corporation is designated as the sole source for these services given its proprietary rights over equipment design and chemical formulations. Other entities must provide written evidence of permission and access to Kolene's proprietary data in order to properly service and maintain the equipment. The soliciting agency is the Department of the Army Materiel Command Contracting Command Detroit Arsenal.

To whom it may concern:

COVID-19 is an infectious disease that has caused sickness and death around the world and in the United States of America. This disease is in the form of a virus and is primarily spread by person-to person transmission. This letter mandates actions to reduce the risk of spreading this virus.

Contract employees must comply with Federal (Center for Disease Control (CDC)) and State (Alabama Department of Public Health (ADPH)) guidelines related to, but not limited to, protective measure, reporting for duty, quarantine, and returning to work.

Social distancing and covering the face, specifically, the mouth and nose to prevent the spread of viral aerosols, are avenues to limit the spread of the virus. In order to mitigate the spread of COVID-19 and to protect all personnel, Anniston Army Depot (ANAD) has directed that all contractor personnel comply with the practices that have been recommended by the CDC, including, but not limited to washing your hands, not touching your face, and social distancing.

In accordance with the 28 July 2021 Department of Defense memorandum, Updated Mask Guidance for all DoD Installations and Other Facilities, effective immediately ANAD employees, tenant employees, contractor employees, and visitors, regardless of vaccination status, must wear masks when indoors (including government vehicle) in any group setting, i.e.

more than a single person.

Additionally, Service members, Federal employees, onsite contractors employees, and visitors who are not fully vaccinated also need to continue to physically distance consistent with applicable CDC and DoD Force Health Protection guidance.

Sincerely, David J. Bunt Director of Contracting
