About this file

This is a Justification for Other Than Full and Open Competition (Sole Source Justification) issued by the Department of the Navy's Strategic Systems Programs office.

The Strategic Weapons Facility Pacific (SWFPAC) at Naval Base Kitsap-Bangor in Silverdale, Washington seeks to procure life-cycle support services for a Honeywell Vindicator V3 intrusion detection system currently deployed on station. The system supports over 200 field devices across 10 secure locations. The requirement includes one calendar year of maintenance support with an option for one additional year. Support services consist of 24/7 advanced technical support for up to 15 total incidents (10 base plus 5 additional), device firmware upgrades and license maintenance, and two on-site technical support visits annually. Each on-site visit includes up to 40 hours of engineering support, up to 5 hours of program management support, and all direct travel expenses. The total estimated contract value is redacted in the document.

The justification asserts that only Honeywell Vindicator Technologies, Inc. can provide the required services because the Vindicator system is proprietary to Honeywell, which acquired Vindicator Technologies in 2004. Market research conducted in fiscal years 2023-2026 found no third-party vendors capable of providing the specialized maintenance and firmware support. Honeywell personnel possess exclusive knowledge of the SWFPAC system design, hold Intelligence Community Directive (ICD) 705-1 certification for intrusion detection and access controls, and are the sole source for emergency technical assistance and proprietary firmware updates. The justification was approved by Contracting Officer Austin Tabbatha Lillian on August 20, 2026, and the requirement will be posted to SAM.gov with fair and reasonable price evaluation required prior to award.

4. Statutory Authority Permitting Brand Name Justification

This action is being executed in accordance with 10 U.S.C. 3204(a)(1) as only one responsible source is available, and no other services will satisfy agency requirements.

5. Rationale Supporting Use of Cited Authority

Market research conducted in fiscal years 2023, 2024, 2025 and revalidated again in 2026, has found that only one company can perform these services because Vindicator instruction detection systems are proprietary to Honeywell. In 2004, Honeywell acquired Vindicator Technologies Inc., and extensive market research has given no indication of Vindicator brand intrusion detection systems being developed, sold, or maintained by any third parties. Consequently, no other vendors have the capability to perform the required services. Honeywell personnel are trained technicians with specific knowledge of how the Vindicator V3 system operates, and have

. Honeywell personnel assisted in the system design at SWFPAC and have exclusive knowledge of the current SWFPAC system. Furthermore, Honeywell Vindicator Technologies, Inc. and their support personnel are Intelligence Community Directive (ICD) 705-1 certified for intrusion detection and access controls and can provide the necessary support to maintain the operational requirements of ICD 705.

The annual service agreement includes technical support hours from Honeywell Vindicator Technologies, Inc. help line. This service provides immediate assistance throughout the year for emergency repairs and is not offered by any other source other than Honeywell Vindicator Technologies, Inc.. Honeywell Vindicator Technologies, Inc. also provides and installs updated firmware on all field devices during their visit to SWFPAC. This firmware is developed exclusively by Honeywell Vindicator to repair system issues compiled by customer feedback and experimental data and only made available to Honeywell Vindicator Technologies, Inc.

personnel.

6. Market Research Conducted

Google research shows only Honeywell Vindicator Technologies can perform the required support services.

When researching Federal Prison Industries, Inc. (FPI), AbilityOne, Defense Logistics Agency (DLA) for Honeywell Vindicator Service Support, no Vendors were found. General Services Administration (GSA) E-library has 162 Contractors 117 of which represent themselves as small businesses under the SIN 334512; however, the GSA vendor marketplace cannot support the understanding the current contractor has of our highly specialized system, sustained operational knowledge, and proprietary system information and functionality. Vindicator Technologies Contract # GS-07F-002HA referenced in the IGE is the only source that meets the stated requirements.

When utilizing the Small Business Dynamic search tool, several small businesses were found when utilizing NAICS Code 561621 (Security Systems Services), however, when researching the Vendors, it does not appear that these identified Vendors can provide the required support services. When reviewing the Vendor capability statements, the Vendors specialized in items such as construction, risk assessment, disaster relief, locksmith services, accident prevention, and program management. None of the identified Vendors appeared to be able to provide the necessary support services for the Honeywell Vindicator V3 Intrusion Detection System.

In summary, market research did not provide another company that could perform the Honeywell Vindicator V3 Intrusion Detection System life-cycle maintenance as the required help desk support and updated firmware support are unique and proprietary to Honeywell.

7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable

In addition to the market research described in Section 6 above, the requirement will be posted to the SAM.gov allowing as many potential sources as practicable to review the requirement and submit a quote or offer.

8. Fair and Reasonable Determination

All quotations or offers will be evaluated in accordance with RFO FAR 12.204(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.

9. Other Facts Supporting the Use of Other than Full and Open Competition

None

10. List of Sources that Expressed an Interest in the Acquisition

None

11. Actions to Remove or Overcome Barriers to Competition

Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SWFPAC will continue to monitor the marketplace for viable, cost-effective options to meet this requirement.
