About this file

This document is a Claim of Business Confidentiality filing related to a Request for Proposals (RFP) issued by Pinal County School District (PCSD) in Utah for Group Medical and/or Pharmacy Benefit Management (PBM) services. The RFP seeks administrative and pharmacy services to commence September 1, 2026, with multiple contract award possibilities structured as follows: Combined Medical and PBM Proposal offering fully integrated administrative and pharmacy services, Medical Administration Only for medical claims administration excluding PBM, or PBM Only for pharmacy benefit management services. The initial contract term runs three years with options to extend for up to two additional one-year periods under identical terms and conditions by mutual agreement. Following the initial term, the District may renew on a year-to-year basis for up to five additional years at its discretion, contingent upon satisfactory performance and written determination that renewal serves the District's best interests. PCSD currently operates under a self-funded model administered by UnitedHealthGroup, utilizing UMR as the medical third-party administrator and Optum Rx as the pharmacy benefit manager.

Award selection will be determined by responsive and responsible vendors achieving the highest procurement score as justified by applicable procurement code. All renewals beyond the initial term remain contingent upon satisfactory contractor performance, continued service need, and funding availability. The confidential information claim filed in this document protects proprietary or sensitive business information submitted by bidders in response to the RFP.
