About this file

This file contains business licensing requirements established by the City of Little Rock, Arkansas, for entities seeking to conduct business within the city's jurisdiction. The document outlines licensing obligations based on business location and origin: businesses with physical locations in Little Rock must obtain a license for each location; businesses based in other Arkansas cities must comply with their home city's requirements and may be required to obtain a Little Rock license if their home city does not mandate one; and out-of-state businesses without Arkansas physical locations must obtain a Little Rock license unless they already hold a license from another Arkansas city. The requirements specify that licenses must be classified according to the type of work being conducted. Out-of-state businesses bidding on City of Little Rock purchasing proposals are exempt from licensing requirements during the bidding phase but must obtain a business license upon winning a contract for the duration of the engagement.

Non-profit organizations are exempt from business licensing requirements. All businesses must ensure that any existing licenses from other Arkansas municipalities are comparable in classification to the services they will provide in Little Rock. The City of Little Rock will honor licenses obtained from other qualified Arkansas cities, streamlining compliance for multi-jurisdictional operators. For inquiries regarding these requirements, the Treasury Division of the City of Little Rock, under Treasury Manager Scott Massanelli, provides guidance and oversight. These requirements apply to the lawn care services bid opportunity for City-owned Landbank Properties.

City of Little Rock Business Licenses Requirements

1. If a business has a physical location in Little Rock, they are required to have a business license for each location.

2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.

If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.

4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.

6. A Non-Profit Organization is exempt from having to obtain a business license.
