About this file
This is a Business License Requirements document issued by the City of Little Rock, Arkansas, outlining licensing obligations for businesses conducting work within the city jurisdiction. The document establishes that businesses with physical locations in Little Rock must obtain a separate business license for each location. In-state businesses based in other Arkansas cities are required to obtain a Little Rock license only if their home jurisdiction does not require one; if their home jurisdiction does require a license, Little Rock will honor it provided the classification is comparable to the work being conducted. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license to conduct work in the city, unless they already hold a valid license from another Arkansas municipality. Out-of-state businesses may bid on City of Little Rock purchasing proposals without obtaining a license; however, if an out-of-state company wins a bid, it must obtain a City of Little Rock business license for the full duration of the engagement.
Non-profit organizations are exempt from business licensing requirements. All business licenses must reflect a classification comparable to the type of work the applicant will be performing in Little Rock. Inquiries regarding business licensing requirements should be directed to the Treasury Division at the City of Little Rock Finance Department, with contact available through Scott Massanelli, Treasury Manager. This licensing framework applies to the Vehicle Washing services contract for the City of Little Rock Fleet Services Department, which seeks comprehensive vehicle cleaning and detailing services including preventive maintenance washing for off-road and stationary refuse-handling equipment.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
