About this file

This is a specification document for the Minisa Bridge Rehabilitation project in Wichita, Kansas, involving the City of Wichita Public Works & Utilities Department. The project encompasses comprehensive restoration and rehabilitation work on a historic bridge featuring cast stone and Carthalite (decorative cast stone with exposed glass and natural stone aggregate) architectural elements. Work includes cleaning cast stone and Carthalite surfaces using specified chemical and water-based methods, graffiti mitigation, crack and void injection for structural stabilization, selective patching of deteriorated Carthalite with custom mortar mixes formulated to match original materials and colors, surface toning of past repairs using potassium silicate coatings, repointing of masonry joints with cement-lime mortar, treatment of two bronze dedication plaques, and installation of joint sealants. The specifications detail material requirements, quality assurance standards, submittals including contractor qualifications and mock-up approvals, and execution procedures for each work phase.

The specifications require contractors to demonstrate extensive experience with historic masonry restoration, with supervisory personnel possessing minimum five to ten years of specialized experience and conservation technicians having at least three years of relevant expertise. All work must comply with the Secretary of Interior's Standards for the Treatment of Historic Properties and be performed under observation of an Architectural Conservator/Engineer appointed by the City. Detailed mock-up samples and trial applications are mandatory for all materials and methods, with approval required before production work begins. The document specifies particular manufacturers and products for cleaning agents, repair mortars, coatings, and sealants, though some substitutions are permitted with written approval. Temperature and weather restrictions apply to most construction activities, with work generally limited to temperatures between 40 and 90 degrees Fahrenheit. The contractor bears responsibility for all damage to adjacent structures, vehicles, and property resulting from construction activities, with repairs required at no cost to the City.
