About this file
This is a Cost Sheet attachment for Request for Proposal MH26-2, issued by the State of Utah Division of Purchasing, for Tax Consulting services related to Clean Energy Tax Credits. The RFP seeks to establish a contract with a potential term of 12 years to provide tax consulting services to support clean energy tax credit eligibility assessments and project analysis. The contract may result in multiple vendor awards. Vendors must achieve a minimum of 480 technical points combined with cost points for a total score of at least 550 points to qualify for award consideration. Pricing must be guaranteed for one year from the contract effective date.
Pricing for this engagement is structured as a blended hourly rate that serves as the maximum billable rate for all services, including labor costs, supervision, planning consultation, and other expenses required to accomplish project tasks. The blended hourly rate encompasses all staff labor and profit and will be used as the basis for assigning cost points during RFP evaluation and will become a contractual term upon award. An administrative fee of 0.50 percent applies to the contract. The blended hourly rate will be utilized for various consulting engagements, including pre-contract eligibility consultations and additional hours invoiced under fixed-fee contracts when unexpected circumstances arise during project execution.

This may also be used to invoice additional hours on a contract under a Fixed Fee if unexpected circumstances arise during a project.)
