About this file

This Scope of Work document outlines the requirements for the UDOT Mud Springs Access Road project in San Juan County, Utah, managed by the Utah Department of Transportation (UDOT) in partnership with San Juan County. The project involves placing granular borrow and untreated base course materials on a graded roadway to redirect traffic from Yellow Circle Road to Pack Creek Cutoff Road. The contractor must provide and compact a 6-inch layer of Granular Borrow (estimated 7,300 tons) across the 22.67-foot-wide roadway and a 4-inch layer of Untreated Base Course (estimated 4,200 tons) as the final surface at 20.0 feet wide, with 2.0% cross slopes and 4H:1V side slopes. Work shall commence following San Juan County's completion of rough grading and culvert placement, anticipated before July 13, 2026, and must be completed by August 14, 2026. Bids are due on May 18, 2026 (with one reference citing May 14, 2026), and a preconstruction meeting will be held following bid award to address partnering, scheduling, submittals, and material acceptance processes. The Engineer of Record is anticipated to be Trudi Morrey, and UDOT will conduct periodic site visits and material testing during construction.

Payment will be based on quantities tracked via weigh tickets, with the contract awarded to the low lump sum responsible and responsive bidder under UDOT's standard Purchase Order Terms and Conditions for Goods and Services. The contract includes mobilization costs as a lump sum item to be performed by San Juan County. The project and materials will be managed outside of MasterWorks, with UDOT's Engineer conducting periodic site assessments and material sampling for compaction verification. This Invitation for Bid (Solicitation #UDOT260263CN) is issued under the State of Utah Procurement Code and Utah Administrative Code, with Region 4 serving as the conducting procurement unit. Bidders must provide sufficient documentation to demonstrate compliance with stated specifications and requirements outlined in the attachments, which include standard terms and conditions, bidding schedule, UDOT Standard Specifications and Drawings from the 2026 Standards Books, and project maps and exhibits.

Attachment B Scope of Work

Introduction

San Juan County has obtained the necessary easement and clearance to improve an existing county road. The County will perform the rough grading and culvert placement, with completion anticipated before July 13, 2026.

As a partner in this project, UDOT will hire a contractor to place the granular borrow and untreated base course on the graded road.

Project Background

Completion of this project will allow UDOT to close the existing highway access at Yellow Circle Road and redirect traffic to the Pack Creek Cutoff Road, which features established turn lanes for safer highway access.

Provide, spread and compact a 6 inch layer of Granular Borrow across the rough-graded roadway. The top width of this course should be 22.67 feet wide.

Provide, spread and compact a 4-inch layer of Untreated Base Course above the Granular Borrow. This will be the final roadway surface. The top width will be 20.0 feet wide.

Install the Granular Borrow and Untreated Base Course materials with 2.0% cross slopes from the centerline crown with 4H:1V (25%) side slopes (see the Typical Section on Sheet 7 of Attachment E).

In summary, the work will include the following items:

1. Mobilization - San Juan County (Lump Sum)

2. Granular Borrow (estimated 7,300 tons)

3. Untreated Base Course (estimated 4,200 tons)

Payment will be based on quantities tracked via weigh tickets.
