About this file

This document is a Scope of Work for Bid #JH26-24, issued by the State of Utah Department of Natural Resources Division of Wildlife Resources, seeking an aerial herbicide application contract. The project involves applying Plateau herbicide (Imazapic) to approximately 370 acres of Bureau of Land Management (BLM) and State lands in Tooele County, near Grantsville, Utah. The application must occur between November 3rd and 15th, 2025, using aircraft or drones equipped with GPS technology to ensure 100% coverage. The herbicide will be applied at a rate of 6 oz/acre in 6 gallons of water/acre, plus surfactant, with a government representative monitoring GPS compliance.

Contractors must have prior experience in aerial herbicide application and submit bids on a per-acre basis. If subcontractors are used, their detailed information must be provided with the bid submission. The project requires precise application timing, starting by 8:00 a.m. to avoid windy conditions, with the government reserving the right to postpone operations if wind speeds exceed 10 miles per hour. The terrain ranges from 4,100 to 6,500 feet in elevation, and the nearest airport is located in Erda, UT. Bidders must provide references, and negative references may result in bid denial. The contract aims to select the lowest cost responsive and responsible vendor, with the project needing completion by November 15, 2025.

Big Springs Aerial Plateau

This project is located on Bureau of Land Management (BLM) and State lands in Tooele County, Utah near the town of Grantsville.

Elevations range from 4,100 to 6,500 feet. A vicinity map is attached showing the project site.

Any aircraft may be used on this project that will complete the project well and safely. The terrain is very steep so it may not be feasible with a fixed wing aircraft. The use of drones is also allowed.

The nearest airport is located in Erda, UT (approximately 17 air miles).

Approximately 340 acres of BLM and 30 acres of State lands.

Bids are to be submitted on a cost per acre basis.

Herbicide Rate: Plateau herbicide, active ingredient Imazapic, will be applied at 6 oz/acre in 6 gallons of water/acre + 1-quart non-ionic surfactant per 100 gallons of spray mix. The contractor is responsible for supplying all herbicide, surfactant, and water.

GPS Technology: The aircraft must be equipped with a global positioning system that is used to establish lines for 100% coverage. UDWR will provide the Contractor with an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractor's compliance with contract specifications.

Application Dates: Application must occur between November 3rd – 15th, 2025 or sooner if possible following contract award. Contractor will work closely with the Project Manager to schedule optimal flight times.

Timing: The contractor will be expected to begin spraying by 8:00 a.m. to avoid windy conditions and minimize drift. The government reserves the right to postpone the operation if wind speed exceeds 10 miles per hour.

Experience:

The contractor must have prior experience in aerial application of herbicides to be awarded the contract. Negative references will be grounds to deny bids. References can be submitted with this bid.

Use of Subcontractors: If subcontractors will be completing any part of the outlined work, a list of the subcontractors (including name, primary contact, address, and telephone number) must be included with the submission of the bid to State Purchasing. Subcontractors will be required to sign a waiver and release form prior to executing any work.
