About this file

This is a Scope of Work document for Contract NC26-72 issued by the State of Utah Division of Wildlife Resources, in coordination with the State of Utah Division of Purchasing. The contract concerns the procurement, delivery, and installation of one off-grid, solar-powered lake water circulator system at Matt Warner Reservoir in Utah. The circulator must be capable of circulating a minimum of 35 surface acres of water and include angle-adjustable solar panels with bird deterrents, an intake hose extending a minimum of 8 feet below the water surface, floats, anchors, anchor lines, and a control box with an on/off switch. The unit must be engineered for normal temperate lake environments and capable of both epilimnetic and hypolimnetic circulation. The primary objective is to improve water quality, increase dissolved oxygen availability during winter months to prevent fish kills, and control harmful algae blooms (cyanobacteria). The circulator must be delivered and installed by June 30, 2026, with UDWR personnel overseeing installation and conducting post-installation monitoring using dissolved oxygen loggers at 1 meter and 4 meters below the surface. Two deliverables are required: the fully assembled and anchored circulator unit installed in the middle of Matt Warner Reservoir, and a comprehensive documentation package including the Owner's Manual, Technical Data, and Warranty Information.

The total project budget is $66,800, and payment will be processed upon delivery, installation, and successful operation of the water circulator. The selected vendor must be the manufacturer or a qualified reseller capable of offering a warranty and ensuring all necessary components are included in delivery. The vendor is required to provide an approximate delivery date once the contract is awarded and guarantee its pricing through delivery and installation. No 404 permitting, Clean Water Act, archaeological, or NEPA compliance is required for this project. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor.

Scope of Work for Contract #NC26-72 Attachment : B

Attachment B Scope of Work NC26-72 Matt Warner Reservoir Water Circulator Introduction This Scope of Work outlines the objectives and accomplishments to be achieved in procuring and installing an off-grid, solar-powered lake water circulator at Matt Warner Reservoir. The objective is to deploy a system engineered for normal temperate lake environments (high heat in summer, sub-freezing temps in winter) to improve water quality and dissolved oxygen levels. The desired outcome is continuous circulation of the epilimnion (upper part of the water column) to manage harmful algae blooms (cyanobacteria), mitigate low dissolved oxygen, and overwinter fish successfully. Foreseen constraints include managing the installation before the end of June 2026 and ensuring the placement aligns with boating safety guidelines for lakes and reservoirs.

Background This project is undertaken to address severe water quality degradation and oxygen depletion at Matt Warner Reservoir that have caused occasional fish kills in recent years. Maintaining living, viable fisheries is vital toward sustainable resource use, and this reservoir has significant economic impacts as a popular fishing destination. By installing a solar-powered lake circulator, the Utah Division of Wildlife Resources (UDWR) aims to establish long-term harmful algae bloom control and increase oxygen availability without requiring grid power infrastructure.

The purpose of this Scope of Work is to detail the tasks and responsibilities and provide an overall understanding of the services to be provided.

The Division of Wildlife requires these services because low water years contribute to oxygen depletion that has resulted in winter fish kills. A solar-powered circulation system offers a reliable method for restoring water quality and limiting winter fish kills.

Scope of Work The general description of this project includes the delivery, assembly, and deployment of one floating, large-frame solar-powered water circulator in Matt Warner Reservoir.

Overall goals and objectives:

· Improve Water Quality and Fishery Health

· Increase dissolved oxygen availability during winter months to prevent winterkill.

· Control and reduce harmful algae blooms (cyanobacteria).

· Establish Consistent Water Movement

· Provide continuous epilimnetic circulation in a normal waterbody environment.

· Maintain capabilities for hypolimnetic circulation if desired in the future.

Requirements The large-frame solar circulator unit must have the following components/capabilities:

· Able to circulate a minimum of 35 surface acres of water

· An adequate number of angle adjustable solar panels with bird deterrents

· An intake hose capable of extending a minimum of 8 feet below water surface

· Floats, anchors and anchor lines

· Control box with on/off switch.

Methods involve UDWR personnel working with the vendor to purchase, deliver, and install the unit, while UDWR conducts general ongoing maintenance and monitoring using dissolved oxygen loggers suspended 1 meter and 4 meters below the surface. Water circulator must be installed and operational on or before June 30, 2026. Payment will be processed upon delivery, installation, and successful operation of water circulator at Matt Warner Reservoir.

No 404 permitting, CWA, archaeological, or NEPA compliance will be required for this project.

Compliance The selected vendor will be required to

· Be the manufacturer or qualified reseller and offer a warranty

· Ensure that all necessary components for solar-powered lake water circulator, engineered for normal waterbody environments, are included in delivery.

· Provide an approximate delivery date to UDWR once the contract is awarded.

· Deliver and install the circulator at Matt Warner Reservoir (40°45'59.1"N 109°17'57.7"W), UT by June 30th, 2026. Utah Division of Wildlife Resources (UDWR) personnel will work with the vendor to ensure jobs are performed properly during installation.

To verify the system's compliance and effectiveness post-installation, UDWR personnel will monitor dissolved oxygen levels using MiniDOT dissolved oxygen loggers suspended 1 meter and 4 meters below the surface, comparing post-installation data against historical metrics.

Project Deliverables Task: Procure, install, and monitor a solar-powered circulator to improve dissolved oxygen and control algae in a normal lake environment. UDWR will oversee the deployment and monitor water quality metrics post-installation.

· Deliverable 1: One (1) fully assembled and anchored solar-powered lake and reservoir circulator capable of epilimnetic and hypolimnetic circulation. This will be delivered and installed physically in the middle of Matt Warner Reservoir and handed over to UDWR personnel.

· Deliverable 2: One (1) comprehensive documentation package, consisting of the Owner's Manual, Technical Data, and Warranty Information. This will be delivered physically and digitally to the UDWR Project Director upon completion of installation.

Project Timeline

· Dates for delivery and installation: Anytime after purchasing and before June 30th, 2026

· Dates for use: Immediately following installation

Project Budget $66,800
