About this file

This Scope of Work document outlines a life jacket procurement for the Utah Division of State Parks, a division under the State of Utah. The Utah Division of State Parks is procuring 1,000 new, US Coast Guard-approved Type III recreational life jackets to support its loaner program at state park water recreation areas. The life jackets will be distributed across multiple Utah State Parks water recreation areas to enhance public safety and reduce drowning risk. The requested quantity totals 1,000 life jackets in mixed sizes, including XX-Large (100), X-Large (100), Large (150), Medium (200), Small (100), Youth (200), and Infant (150), with final size quantities subject to adjustment based on program needs and availability. No installation, training, maintenance, or ongoing services are required under this procurement—only the supply of goods. Life jackets must be new and unused, designed for conscious users in calm, inland waters with extended wear comfort and mobility, and clearly labeled with US Coast Guard approval information, size designation, and manufacturer details. Delivery locations include the central office at 1594 West North Temple, Salt Lake City, UT 84116, the Southwest Region Office at 646 North Main Street, Cedar City, UT 84721, and the Southeast Region Office at 1165 South Highway 191, Moab, UT 84532.

Pricing must reflect the lowest available cost meeting all specified requirements and must include all associated costs for packaging, handling, and delivery. Bidders will be required to provide bulk rate costs for each jacket size and shipping for an estimated 333-jacket assortment to each location. All delivered life jackets are subject to inspection upon receipt, and any items failing to meet specifications may be rejected, with the vendor responsible for replacement or credit of defective units. Substitutions or equivalent products are not permitted without prior written approval from Utah State Parks. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor, with the vendor required to guarantee pricing through project completion. No mandatory site visit is required, and no bidder's conference or specific response deadline is mentioned in this scope document.
