About this file

This document is a scope of work proposal from SWCA Environmental Consultants to the Great Salt Lake Advisory Council (GSLAC) for continued outreach for the Water Conservation Toolbox. The proposal involves presenting a recorded Water Conservation Tools presentation to 17 regulating authorities, with meetings to be conducted either in-person or virtually within a 20-mile radius of Salt Lake City. Each meeting is expected to take approximately 4 hours, including coordination, travel, meeting time, and follow-up. The project aims to support water conservation efforts in the Great Salt Lake Basin by coordinating with water providers and land use authorities.

The total cost for the project is a not-to-exceed budget of $16,186, structured as a time-and-materials contract valid for 90 days. The budget includes labor costs for four staff members: Lily Wetterlin (Project Manager) at $169/hour for 53 hours, Arianna Mason (Presentation Support) at $169/hour for 26 hours, Erica Gaddis (Presentation Support) at $268/hour for 16 hours, and a General Biller at $104/hour for 4 hours. Expenses are estimated at $548. The proposal includes flexibility for SWCA to use overall project funding without strict phase and task limits, provided the total budget is not exceeded. Additional funds or a reduced number of meetings will be required if meetings extend beyond 4 hours or involve travel beyond the 20-mile radius.

Great Salt Lake Advisory Council Re: Outreach for Water Conservation Toolbox for use in the Great Salt Lake Basin

Dear Great Salt Lake Advisory Council:

SWCA Environmental Consultants (SWCA) appreciates the opportunity to provide the Great Salt Lake Advisory Council (GSLAC) with our scope of work and cost estimate for environmental services for the continued outreach for the Water Conservation Toolbox (Toolbox). The cost to continue coordinating with city councils and present the recorded presentation at up to 17 meetings is a not-to-exceed total of $16,186.

We appreciate the opportunity to pursue a collaborative planning effort with the GSLAC. If the scope of work and cost estimate are acceptable to you, please send us a purchase order with terms and conditions. After receipt of those, we will be able to start work immediately. Please contact me at (435) 671-6163 if you have any questions regarding this scope of work.

Sincerely, Lily Wetterlin, Project Manager and Water Resources Scientist lily.wetterlin@swca.com | (435) 671-6163

SCOPE OF WORK

SWCA Environmental Consultants (SWCA) will continue to support the Great Salt Lake Advisory Council (GSLAC) with outreach for the Water Conservation Toolbox (Toolbox), which includes coordination with other agencies and presenting existing water conservation tools, including the Toolbox, to regulating authorities.

TASK 1. PRESENTATION OF THE TOOLBOX TO REGULATING AUTHORITIES

SWCA will continue to coordinate with the 17 regulating authorities, identified in the first contract, to present the recorded Water Conservation Tools presentation. The SWCA representative will be available to answer questions, provide additional information, and direct regulating authorities to other contacts or resources as needed. Meetings may be held in-person or virtually, based on the regulating authorities' meeting locations and preferences. SWCA has budgeted for 17 in-person meetings with the assumption that the meetings will take no longer than 4 hours, including coordination, travel, meeting time, and follow-up on questions received. If more time is required for meetings, SWCA will work with GSLAC to reduce the total number of meetings to account for the scope change or provide GSLAC with the additional cost to add additional meetings in a change order.

DELIVERABLES

• Presentations with up to 17 water providers and land use authorities and post-presentation follow-up, as needed.

COST ESTIMATE AND ASSUMPTIONS

Based on thoughtful consideration of the project requirements and a thorough estimate of the required labor and direct costs, SWCA proposes a time-and-materials budget not to exceed without client approval $16,186 to complete the project as presented in Table 1. Staff and rates are included in Table 2.

To accommodate project changes and scheduling, it is assumed that SWCA will be able to use the overall project funding and will not be held to phase and task limits as long as the overall budget is not exceeded.

This cost estimate is valid for 90 days from the date of the proposal.
