About this file
This is an additional conditions specification document for grouted riprap work on an Emergency Watershed Protection Project managed by the Natural Resources Conservation Service (NRCS), the Department of Environmental Protection (DEP), and the Sullivan County Conservation District in Pennsylvania. The document outlines specific environmental and construction requirements for Bid Item 3, Grouted R-8 Riprap installation, which is part of a stream stabilization project. The work involves 164 feet of grouted R-8 riprap installation at either 899 Nordmont Road or 454 Fairman Road in Muncy Valley, PA, depending on the specific bid package. The mandatory pre-bid showing is scheduled for Wednesday, March 18, 2026, at 11:00 AM (for the Nordmont Road site) or Wednesday, May 27, 2026, at 11:00 AM (for the Fairman Road site), both at the Davidson Township Building in Muncy Valley. Sealed bids are due electronically via PennBid by 4:00 PM on Friday, April 3, 2026 (Nordmont Road) or Friday, June 12, 2026 (Fairman Road), with bid openings scheduled for Tuesday, April 7, 2026, or Tuesday, June 16, 2026, respectively, at the Sullivan County Courthouse. Work must be completed within 14 to 28 days of receiving the Notice-to-Proceed, depending on the project site.
The grouted riprap conditions require anti-washout admixture in the grout mix, sealed diversion dike systems, off-site concrete washout areas, and continuous pH monitoring of stream water 25 feet downstream of the diversion dike system at 15-minute intervals during grout placement. Grout placement operations must cease if pH levels reach 9.0 or greater, and work cannot resume until baseline pH readings are achieved and the diversion dike system is repaired or sealed. These conditions are subsidiary items included with the grouted riprap bid item and are mandatory permit requirements. Bidders must provide a 10% bid bond or certified check, with the successful bidder required to furnish 100% performance and payment bonds within ten business days of award. All work is subject to Pennsylvania Prevailing Wage Project Rates, and quality assurance inspection will be provided by NRCS and/or the Sullivan County Conservation District, with all materials requiring pre-use approval. Funding is provided through the NRCS Emergency Watershed Protection Program and the Department of Environmental Protection.
