About this file
This is Addendum No. 2 to RFQ Notice 06A3140 issued by the California Department of Transportation (Caltrans) Division of Procurement and Contracts for A&E Cultural Resources Services, dated December 27, 2024. The addendum provides clarifications regarding specialized services, including that websites and videos may require vendor bids, and confirms that Report Preparation Specialist, GIS Specialist/GIS Analyst, and Public Outreach Specialist are acceptable as non-key personnel positions. It clarifies that Principal Investigator and Project Archaeologist are the only required key personnel titles, and addresses questions about equipment requirements and work schedules.
The addendum specifies that excavation equipment and coring rigs are not considered tools of the trade and will remain reimbursable direct costs with three bids required. Similarly, job-site facilities like portable toilets, trailers, and hand-wash stations are not tools of the trade. Regarding night work, the document clarifies that Caltrans does not pay shift differential for non-DIR classifications, noting that night monitoring is rarely required. All other terms and conditions from the original RFQ dated December 10, 2024, remain unchanged.

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 06A3140
ADDENDUM NO. 2
A&E for Cultural Resources Services
The purpose of this Addendum is for the Department to provide responses and/or clarification for the following concerns:
Question 1:
In Section C.15.a, the RFQ calls for the consultant to provide specialized services, including “xx.
Preparation of descriptive and interpretive reports, websites, videos, and displays including those for public interpretation and outreach;” and “xxi. Developing GIS and Microsoft Access data consistent with existing District cultural resources databases.” These services require specialized skills that are often provided by non-archaeologists.
• What types of job classifications will Caltrans accept, outside those specifically listed in the RFQ, in support of these services?
Department Response:
Websites and videos may need to use a vendor and obtain three bids.
• Are the following common classifications acceptable? Report Preparation Specialist; GIS Specialist/GIS Analyst; Public Outreach Specialist.
Department Response:
Yes, these generic support terms are acceptable to the district and should be submitted as non-key personnel resumes.
Question 2:
In Section F.6., we note that only Principal Investigator and Project Archaeologist are called out as titles. Are there other key personnel titles that should be included such as Principal Architectural Historian, Historian, Ethnographer etc.?
Department Response:
No.
Question 3:
Section K.2 lists equipment to be provided by the consultant. Section K.3 states that “the Consultant shall not be reimbursed separately for tools of the trade, which may include, but not be limited to, the above-mentioned equipment “ [i.e., equipment listed in K.2]. Task orders under these contracts sometimes require mechanical excavation and/or coring, which has typically been provided by an outside vendor and reimbursed as a direct cost. Mechanical excavation equipment and coring rigs are far outside the capability of most consultants to provide in-house.
RFQ 06A3140 - Addendum No. 2 December 27, 2024
“Provide a safe and reliable transportation network that serves all people and respects the environment.”
• Can you confirm that this specialized equipment will not be considered tools of the trade, and will remain a reimbursable direct cost?
Department Response:
Excavation equipment and coring rigs are not tools of the trade and will remain a reimbursable direct cost yes with three bids.
• How about job-site facilities such as portable toilets, trailers, hand-wash stations, etc.?
Department Response:
Portable toilets including associated trailer and hand wash stations are not tools of the trade.
Question 4:
Section G.1, regarding work hours, states “Night work may be required on projects involving high traffic areas. The Caltrans’ construction contractor’s operations may be restricted to specific hours during the week, which shall become the normal workday for Consultant’s personnel. Changes in hours or schedules shall be documented by amendment of Task Orders. Any shift differential rate pay shall be reimbursed in accordance with the applicable Department of Industrial Relations (DIR) determination.”
There does not appear to be any such applicable determination for archaeological work. Nonetheless, a substantial shift-differential is often required to ensure that extended night-work projects are adequately staffed. Does Caltrans intend to allow any reimbursement of shift-differential pay?
Department Response:
We do not pay shift differential for non-DIR classifications. We may only have monitoring required at night and rarely.
All other terms and conditions of the original RFQ Notice dated December 10, 2024, are unchanged.
