About this file
This is an Addendum (No. 1) issued by the Texas State Library and Archives Commission (TSLAC) Purchasing Department for Solicitation No. 306-25-0374, titled "SHC Line Stop and Cut-Off Valve Project". The solicitation response deadline is August 21, 2025, at 2:00 PM CT, and a mandatory site visit was previously conducted. The addendum addresses 13 specific questions from potential vendors regarding technical details of a municipal water line project, including hold times, pipe specifications, system characteristics, and equipment placement considerations.
The document provides critical information for bidders, emphasizing that many specific technical details were not pre-documented and vendors must base their proposals on industry standards and observations from the mandatory site visit. Key system characteristics include a 6-inch diameter city fire hydrant line carrying potable water, operating under standard municipal water distribution conditions with ambient ground temperature. Vendors are instructed to size equipment appropriately, consider site space limitations, and develop proposals that align with standard municipal water infrastructure practices. The addendum requires vendors to acknowledge receipt by signing the document and including it with their response submission.

ADDENDUM
Addendum No: 1 Date: August 18, 2025 Solicitation No: 306-25-0374
Solicitation Title: SHC Line Stop and Cut-Off Valve Project
Response Deadline: 08/21/2025 at 2:00 PM CT
TSLAC Purchasing Contact: Fred Huber; fhuber@tsl.texas.gov
Purpose of Addendum: Questions and Answers
Except as provided herein, all terms and conditions of the solicitation document remain unchanged and in full force and effect. The following are the specifications of the solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your Response.
Q1. Hold Time for Stop?
A1. Specific hold times are not predetermined. The hold time will be determined based on the site conditions during the repair. Vendor should plan for a standard hold sufficient to complete the line stop(s) and pipe repair, installation of a new valve, with coordination finalized during the project.
Q2. Header Pipe Size/OD?
A2. This information is not documented. TSLAC understands that the city fire hydrant line is 6” in diameter. The
Remaining pipe dimensions were accessible during the mandatory site visit.
Q3. Header Wall Thickness?
A3. This information is not available; vendors should bid based on industry-standard practices for the observed pipe size and material.
Q4. Tap Size?
A4. The tap size will correspond to the pipe repair requirements. Vendors should include recommendations passed on their proposed method.
Q5. System Rating?
A5. Vendor should assume municipal fire hydrant line water distribution pressure rating.
Q6. Pipe Material?
A6. Exact pipe material is not documented. Vendors should base assumptions on what was observed during the site visit.
Q7. System Product?
A7. Answer- Potable water
Q8. Design Pressure?
A8. The design pressure information is not specifically documented. Vendors should base their proposals on standard industry practices for municipal water distribution systems and field conditions observed during the mandatory site visit.

ADDENDUM
Q9. Design Temperature?
A9. Ambient ground temperature; system operates under normal municipal services conditions.
Q10. Operating Pressure?
A10. Vendors should assume standard municipal water pressure
Q11. Operating Temperature?
A11. Operating temperature is consistent with the municipal water supply in buried lines (ambient ground temperature).
Q12. Flow Rate?
A12. Flow rates vary by system demand. Exact flow rate is not available; vendor should size the equipment appropriately based on standard practice for the observed pipe size and municipal fire line standards.
Q13. Clearance Restrictions for Equipment?
A13. Yes, the site has space limitations that vendors should have reviewed during the mandatory visit. Equipment placement will need to work with the available site footprint.
