About this file

This document is Addendum No. 1 to RFP# 25-0087-5 issued by the Chatham County Purchasing Department for an Early Childhood Learning Center (ECLC) Operator. The project involves operating a standalone, one-story childcare facility intended to serve children from 6 weeks to 3 years old, located in East Savannah. The facility is anticipated to open in September 2026, with initial operating hours of 6am to 6pm. The RFP seeks a vendor to operate the center, with a preference for 75% enrollment from East Savannah residents, though a minimum of 50% local enrollment is required. The proposal due date is set for July 29, 2025.

The facility will have a commercial kitchen, standalone HVAC and plumbing systems, and is currently zoned for daycare use. SPLOST funds will be used for furniture, fixtures, and equipment. The vendor is expected to provide cost estimates, potential management fees, and recommended curriculum, with a Quality Rating requirement and preference for state and national accreditation. Parking will be available on public streets with access to a private lot, and the total facility space is 22,000 square feet. East Savannah United (ESU) and Chatham County will handle facility lease and oversight, with the selected operator contracting for services. The project is open to various contract term lengths, and the vendor can suggest meal preparation and operational strategies.
