About this file

This document contains required forms and appendices for RFP #26-07 issued by Monterey-Salinas Transit District (MST) for state legislative advocacy services. The solicitation seeks a qualified firm or individual to represent MST's legislative policy interests with the State of California Legislature and state officials. The contract will be effective January 1, 2027, with an initial three-year term and one optional two-year extension term. The appendix includes three required submission forms: a Proposer's Statement Regarding Insurance Coverage, an RFP Compliance or Exception form, and a Price Proposal form.

The insurance requirements are substantial and must be maintained throughout the contract period and for three years after completion of work. Proposers must provide Worker's Compensation and Employer's Liability Insurance ($1,000,000 each accident minimum), Commercial Automobile Liability Insurance ($1,000,000 combined single limit), Commercial General Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate), and Professional Liability Insurance ($2,000,000 per claim and aggregate). All insurance policies must name MST as an additional insured, include a waiver of subrogation in MST's favor, provide 30 days' notice of cancellation, and maintain deductibles not exceeding $5,000 without MST approval. Pricing is submitted as a fixed monthly fee for both the initial term and optional term, with the fee covering all materials, equipment, delivery, warranties, insurance, services, and costs necessary for contract performance. Failure to maintain required insurance constitutes material breach of contract.
