About this file
This is a Request for Proposals (RFP) issued by the Monterey-Salinas Transit District (MST), a regional transit agency serving 13 member jurisdictions across Monterey County and portions of San Luis Obispo, Santa Cruz, and Santa Clara Counties. MST seeks a qualified firm or individual to provide state legislative advocacy services, including monitoring pending legislation, reviewing policies and regulations, and advocating MST's interests with the California Legislature and state officials. The selected consultant will be responsible for developing legislative strategies, facilitating communication with state representatives, evaluating the impact of proposed legislation on MST, initiating and advocating for MST's legislative objectives, and providing regular reports to the MST Board. The contract is effective January 1, 2027, for an initial three-year term with one optional two-year renewal option. Proposals must be submitted electronically through MST's Bonfire eProcurement portal no later than 2:00 PM Pacific Time on Monday, July 13, 2026. Questions regarding the solicitation must be submitted by 12:00 PM on Monday, June 15, 2026, and an addendum will be issued addressing questions received by that deadline.
Proposals must include technical information limited to 20 pages (excluding resumes and required forms), a separate cost proposal, and completion of all required forms from Appendix B. The evaluation committee will assess proposals based on four criteria, each worth 25 points: firm qualifications and experience with public agencies (particularly transit organizations), staffing and project organization including key personnel qualifications, demonstrated understanding of project requirements and approach, and cost reasonableness. MST reserves the right to reject any or all proposals, cancel the solicitation, negotiate with proposers, request best and final offers, and award the contract to the firm whose proposal offers the best advantage to MST. The RFP does not commit MST to enter into a contract or obligate it to pay proposal preparation costs. All submitted proposals become public records upon contract award, except for information marked as trade secrets under California Government Code Section 6254.7.
