About this file

This document is a proposed contract for professional design services between Waukesha County and an engineering consultant for the CTH E - Oconomowoc River Tributary Structure project. The project involves evaluating and potentially replacing or rehabilitating an existing concrete box culvert located approximately 3,750 feet north of CTH VV in the Village of Merton. The existing 60-foot-long structure, constructed approximately 95 years ago, has significant structural deterioration, including a wide vertical crack and a headwall that has tilted outward by 45 degrees. The consultant will provide short-term and potentially long-term solutions to replace or rehabilitate the structure while maintaining the hydraulic profile of the waterway, with construction anticipated to occur in 2027. Key deliverables include surveys, soil borings, roadway and structure plans, reports, agency coordination, utility coordination, and final PS&E documents.

The contract's payment structure includes a lump sum for facilities development process work, with additional compensation for soil borings, potential wetland delineation, and extra services. The total contract cost is to be negotiated, with future amendments based on hourly rates for different staff classifications, an overhead rate, and a fixed fee. The project timeline spans from October 2025 to March 2027, with key milestones including an initial project review in October 2025, preliminary plans by December 2025, 60% and 90% plans in 2026, and final PS&E documents by July 2026. The consultant will be required to carry various insurance policies, including professional liability, commercial general liability, and workers' compensation, with Waukesha County named as an additional insured.

6. SPECIAL PROVISIONS

A. SCOPE OF SERVICES

The work under this CONTRACT shall consist of those engineering and related services in accordance with the MANUAL, enumerated herein and specifically including: reports, meetings, road and structure plans, and specifications for the PROJECT resulting in PS&E documents.

Background and Current Condition

The existing CTH E (Kettle Moraine Scenic Drive) crossing over the Oconomowoc River Tributary consists of a concrete box culvert. The crossing is located approximately 3,750 feet north of the CTH VV centerline, in Section 10, T08N, R18E, within the Village of Merton.

The structure is approximately sixty (60) feet in length and is believed to have been constructed about 95 years ago. It consists of a four-foot by four-foot (4' × 4') cast-in-place concrete box with a concrete end wall on the east (inlet) side and a 60-inch corrugated metal pipe extension on the west (discharge) side.

No instances of overtopping have been reported in recent history.

The east-side concrete headwall inlet is of significant concern due to its age and observed deterioration. A recent site inspection revealed a wide vertical crack and that the headwall has tipped outward by approximately 45 degrees.

The County requests that the designer evaluate the current condition of the structure and develop feasible replacement or rehabilitation options, provided they are both hydraulically acceptable and constructible. Construction is anticipated to occur in 2027.

Scope of Services The PROJECT scope is to provide feasible short-term solutions to replace or rehabilitate the existing structure while maintaining the hydraulic profile of the water way. If authorized by the County, long-term replacement or rehabilitation options will also be developed, ensuring the hydraulic profile remains unchanged.

If authorized by the County, long-term replacement or rehabilitation options will also be developed, ensuring the hydraulic profile remains unchanged.

In the event of structure replacement, the structure sizes shall be determined by hydraulic modelling. The

19 24-2774(16)

CTH E roadway will remain two (2) lanes with 3-foot paved shoulders to the approach of the structures, the shoulder width and side slopes will be determined in the design process. The short-term structure shall stabilize the structure’s current condition until a long-term solution can be constructed. The long-term structure shall convey the 100-year return interval discharge with a check of the 100-year return interval to check for roadway overtopping. The backwater shall not be raised greater than 0.01 feet for any structure selection. Land acquisition is not anticipated for completion of this project, however; additional right of way or easements will be acquired, if needed.
