5. Background and Current Condition.
The existing CTH E (Kettle Moraine Scenic Drive) crossing over the Oconomowoc River Tributary consists of a concrete box culvert. The crossing is located approximately 3,750 feet north of the CTH VV centerline, in Section 10, T08N, R18E, within the Village of Merton.
The structure is approximately sixty (60) feet in length and is believed to have been constructed about 95 years ago. It consists of a four-foot by four-foot (4' × 4') cast-in-place concrete box with a concrete end wall on the east (inlet) side and a 60-inch corrugated metal pipe extension on the west (discharge) side. No instances of overtopping have been reported in recent history.
The east-side concrete headwall inlet is of significant concern due to its age and observed deterioration. A recent site inspection revealed a wide vertical crack and that the headwall has tipped outward by approximately 45 degrees.
The County requests that the designer evaluate the current condition of the structure and develop feasible replacement or rehabilitation options, provided they are both hydraulically acceptable and constructible.
Construction is anticipated to occur in 2027.
6. Scope of Services and Special Provisions
The project scope is to provide feasible short-term solutions to replace or rehabilitate the existing structure while maintaining the hydraulic profile of the water way. If authorized by the County, long-term replacement or rehabilitation options will also be developed, ensuring the hydraulic profile remains unchanged.
RFP Document, Page 8 of 11
In the event of structure replacement, the structure sizes shall be determined by hydraulic modelling. The CTH E roadway will remain two (2) lanes with 3-foot paved shoulders to the approach of the structures, the shoulder width and side slopes will be determined in the design process. The short-term structure shall stabilize the structure’s current condition until a long-term solution can be constructed. The long-term structure shall convey the 100-year return interval discharge with a check of the 100-year return interval to check for roadway overtopping. The backwater shall not be raised greater than 0.01 feet for any structure selection. Land acquisition is not anticipated for completion of this project, however; additional right of way or easements will be acquired, if needed.
A detailed discussion of the scope of services and special provisions for the project are contained in the proposed Contract for engineering services in 2025039 Design-CTH E-Oconomowoc River Tributary Attachment A-Proposed Contract.
A summary of the services required include:
Survey Soil Borings Preliminary Roadway and Structure Plans Structure Inspection Reports Agency Coordination and Permits Utility Coordination Final Roadway and Structure Plans Meetings P.S. & E.
The work under this Contract shall consist of those engineering and related services in accordance with the most recent version of the WDOT Facilities Development Manual, enumerated herein and specifically including:

A. Term:
The Contract term will begin upon Contract execution (approximately October 3rd, 2025) through completion of services, desirably no later than December 31, 2027.
B. Pricing:
The Cost Proposal should include an actual cost "not-to-exceed” fee, inclusive of items which are normally referred to as reimbursable expenses, i.e., travel, meals, lodging and overtime work requiring higher than regular rate for which no additional compensation will be due. This will be the cost to be used in determining point scores for cost evaluation purposes.
NOTE: This is a RFP and not a bid; therefore, the County is not bound to accept the lowest cost for professional services. Instead, proposers are scored based on their technical proposal response and their cost proposal with award going to the highest rated proposer.
C. Payment:
The Consultant shall submit invoices for payment not more than once per month during the progress of the services for partial payment on account for the authorized work completed to date.
Progress reports must be submitted with each invoice. The final invoice must be submitted to the County within three (3) months of completion of services. Reference 2025039 Design-CTH E- Oconomowoc River Tributary Attachment A-Proposed Contract for further details on invoicing, payment and required reports.
Waukesha County’s preference is to pay for goods/services on a P-Card. Indicate in the pricing document whether you will accept VISA for payment purposes. If so, all pricing must be inclusive of any and all fees associated with the acceptance of VISA; i.e. vendors are not to add notations such as “+3% service fee.”
In addition, vendor should note how many days after receipt and acceptance of goods/services or receipt of invoice (whichever is later), payment must be processed to accept the credit card.
Please keep in mind that we will not process payment until/unless compliance with the requirements/receipt of goods are confirmed and that Waukesha County requires a minimum of two (2) days to process p-card payments.
If you are unable to accept credit card, payment will be made within thirty (30) days after acceptance of goods/services and receipt of a properly documented invoice. Note: Invoice must be sent to the location specified on the purchase order to avoid delays in payment. Vendors who wish to quote a discount for early payment against a purchase order may do so (reference the payment terms of the Pricing Document). For example: 1%/10 days. Discounts will be taken into consideration when evaluating costs
