Project Description Project Overview

Suwannee County wishes to provide sanitary sewer service to the proposed Catalyst Industrial Park. As part of this work, the County wishes to construct a water reclamation facility suitable for treating 0.2 MGD (max. 3-month average day flow) to meet Florida Department of Environmental Protection (FDEP) requirements. Wastewater will be domestic and pre-treated industrial wastewaters.

This project will be funded by a direct legislative grant to the County. This grant requires the project to be complete and operational by August 30, 2026.

Effluent disposal/reuse will be via a combination of rapid infiltration basins and spray irrigation systems. To comply with FDEP requirements for land application to the site, the treatment facility must be constructed to meet Class I reliability requirements in accordance with the EPA publication “Design Criteria for Mechanical, Electric, and Fluid System and Component Reliability.” The facility must also meet requirements for high-level disinfection, as defined by FDEP, with a TSS concentration less than 5 mg/L. The site is located within a Spring Protection Zone, and total nitrogen in the effluent discharge must be less than 3 mg/L.

The scope of this proposal involves the procurement and manufacturer services of the Standby Power Equipment for the facility to meet these treatment and reliability criteria at a 3-month average daily flow of 0.2 MGD. Future phases will expand the capacity of the plant to 0.4 MGD, and ultimately to 1.2 MGD. In addition, control panels and programmable logic controllers shall be provided that allow future expansion to 0.4 MGD with no hardware changes.

System Manufacturer Equipment Scope of Supply

The Standby Power Equipment, for the purposes of this RFP, shall include:

• The Catalyst WWTP Standby Generator, as shown on the drawings and specifications in Appendix E.

• The Catalyst WWTP Automatic Transfer Switch, as shown on the drawings and specifications in Appendix E.

The System Manufacturer’s base scope of supply (included in Item 1 of the Price Proposal) shall also include the following items:

1. Preparation of Early Equipment Information Package (EEIP), Final Proposal, and approvable Shop Drawings.

2. System Manufacturer Field Services during construction as specified in Appendix E.

Acceptable Manufacturers

A list of acceptable manufacturers for Standby Power Equipment is listed in the Specifications - Appendix E.
