About this file

This is a Request for Proposals (RFP) issued by the Superior Court of California, County of Los Angeles for an Asset and Inventory Management System. The Court is seeking a software solution, either traditional software or Software as a Service (SaaS), to provide a unified platform for managing asset and inventory workflows across Business Operations and Court Technology Services. The RFP (#2025-152) requires a system that supports stockroom and asset ordering, tracking, Purchase Order tracking, cost center validation, and online fulfillment workflows. The procurement timeline indicates the RFP was issued electronically via Bonfire, with proposal submissions, evaluations, potential demonstrations, and a Notice of Intent to Award estimated between late 2025 and early 2026, with a projected service start date of February 1, 2026.

The cost proposal must cover a three-year period and include pricing for software licensing, data migration, implementation and integration, training and support, maintenance and updates, and travel and miscellaneous expenses. The Court will evaluate proposals based on weighted criteria, with cost accounting for 50% of the evaluation, followed by software demonstration at 17%. Additional evaluation factors include experience on similar assignments (10%), personnel credentials (10%), and work plan quality (10%). The Court also offers a 3% Disabled Veteran Business Enterprise (DVBE) incentive and potentially a 5% Small Business preference. The system must be cloud-based, web-accessible with mobile functionality, support multiple user roles, provide comprehensive reporting capabilities, and meet specific technical requirements for asset and inventory management.
