About this file
This is a Potential Offerors Questionnaire associated with a Sources Sought announcement for Marine Resource Technical Services by Naval Facilities Engineering Systems Command (NAVFAC) Pacific. The questionnaire is designed to evaluate the qualifications and capabilities of potential contractors interested in providing comprehensive marine resources technical services across the NAVFAC Pacific area of responsibility, with primary work expected in Hawaii, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI), though services may be required worldwide as needed. The NAICS code is 541990 with a size standard of $19.5 million.
The questionnaire assesses seven key capability areas through targeted questions: (1) staffing capacity regarding marine biologists and scientific divers meeting Project Director and Principal Investigator requirements; (2) ability to simultaneously manage three or more large-scale, complex projects across different regions; (3) scientific dive survey methods and resources for benthic and biological surveys in Hawaii and the Marianas; (4) experience with underwater bioacoustic analysis for Endangered Species Act and Marine Mammal Protection Act compliance per National Marine Fisheries Service guidelines; (5) experience executing complex marine mitigation projects including benthic habitat restoration and coral translocation; (6) business licensing in countries within the AOR without government visa assistance; and (7) capability to interface with the Government's automated work reception and tracking system. Respondents must provide full labor, transportation, supervision, management, tools, materials, equipment, and coordination to support multiple concurrent field studies and provide data analysis, reporting, and program administration.
