About this file
This file contains approved construction plans for the Utah Division of Facilities Construction and Management (DFCM) invitational bid for playground surfacing replacement at Utah Schools for the Deaf and Blind in Springville. The project involves removal and replacement of the existing rubberized playground mat with poured-in-place resilient surfacing featuring an ethylene propylene diene monomer (EPDM) wearing layer at minimum 1/2 inch thickness over recycled shredded styrene butadiene rubber (SBR) substrate. The scope includes demolition, installation, temporary facilities, security fencing, and waste management. This is an invitational procurement restricted to three pre-selected contractors: Garrett Parks & Play, Big T Recreation, and Primary Park and Play. A mandatory pre-bid meeting is scheduled for July 21, 2026, with bids due July 30, 2026. Questions must be submitted by July 23, 2026 at 3:00 p.m., and addenda will be posted by July 28, 2026 at 3:00 p.m. Subcontractor lists are due July 31, 2026 at 3:00 p.m. Project completion is required by September 25, 2026, with liquidated damages assessed at $100 per day for delays. Notice to Proceed will issue within 7 days of the bid due date.
The construction cost estimate is $83,000. A bid bond equal to 5% of the bid amount must accompany all proposals on AIA Document A310-2010 or equivalent. Bids will be awarded to the lowest responsive and responsible bidder under a Short Form Construction Contract. All work must comply with CPSC and ASTM standards for playground safety surfacing. Two alternates are available: Alternate #1 upgrades the EPDM wearing layer to 3/4 inch thickness in existing safety surface areas only, and Alternate #2 removes and replaces existing wood chips with 3/4 inch thick playground safety surface. Bids remain irrevocable for 60 days following submission. Contact DFCM Project Manager Lee Hutchings at lhutchings@utah.gov or 801-419-8347 for inquiries.
