About this file
This document is an Addendum No. 1 issued by the Maryland Environmental Service (MES) for Collected Aircraft Deicing Fluid Transport, Processing & Recycling Services at Baltimore Washington International Thurgood Marshall Airport in Anne Arundel County, Maryland. The project is identified as Project ID No. 1-26-3-01-5R, with bids due on October 15, 2025, at 1:00 PM. The addendum provides clarifications and responses to potential bidders' questions about the project scope and requirements.
The addendum reveals that the incumbent service provider is Inland Technologies International Limited, and the annual volume of aircraft deicing fluid transported ranges between 40,000-75,000 gallons, depending on precipitation and deicing conditions. The fluid is stored in tanks ranging from 8,100 to 21,000 gallons and is transported and tested per truck. Payment for the contractor will be on a per-gallon rate, which should include labor, transport, and recycling costs. The recycling facility is located at Inland Technology's Dulles International Airport (IAD) facility, where the fluid is recycled for reuse as Type I Aircraft Deicing Fluid. MES staff will provide airfield escorts during transfers to ensure no delays.

Item 1: Bidder Questions
1. Can you tell me who the incumbent is?
R.: Inland Technologies International Limited
2. How many gallons are transported per year?
R2.: The amount can vary based on the amount of precipitation and deicing during each season.
Typically, we see between 40,000-75,000 gallons per year.
3. Is testing performed on each truck or tank?
R3.: Each Truck.
4. What size tanks are storing this material?
R4.: ADF is stored in either a 21,000 frac tank, a 20,000 permanent tank or a 8,100 frac tank.
5. Due to the transferring of product being a requirement on site, how will the Contractor be paid?
R5.: Per gallon rate. The Contractor should factor in their labor, transport and recycling costs into this rate.
6. The current bid rates are for transferring and recycling. An hourly rate is needed for delays onsite by the client.
R6.: All transfers require MES staff to provide escorting onto the airfield, so we have staff scheduled well in advance to ensure there are no delays.
