About this file
This document is a Scoring Criteria Template for Construction Manager at Risk (CMAR) Services for the School Board of Lee County, Florida. The template is designed to evaluate responses for Construction Management Services related to Mariner High School's HVAC Renovation project. Electronic qualification statements must be submitted through the Bonfire Platform by 2:00 PM EST on February 18, 2026. The evaluation process consists of three stages: Initial Qualification Criteria review, Written Response evaluation, and Presentation evaluation. Respondents must meet all mandatory initial qualification requirements, including timely submission, provision of required certifications and forms, current state and professional licenses, surety bonding capacity confirmation for the estimated project cost, attendance at any mandatory pre-submission meetings, verification of non-exclusion status, and submission of responses free of proprietary information.
The scoring methodology allocates 100 points across multiple evaluation criteria. The Written Response evaluation (100 points total) comprises five weighted categories: Past Experience and Client References (30%), Methodology and Approach/Project Management/Cost Control (44%), Financials/Litigation/Safety (10%), Workload/District Projects (12%), and Local Participation (4%). The Presentation evaluation (100 points total) is structured into seven weighted categories: Proposed Project Team (22%), Methodology and Approach/Project Management/Timeline (40%), Cost Controls (15%), Creativity and Innovation (12%), Knowledge of Project Site (5%), District Projects (2%), and Local Participation (4%). Respondents must provide detailed past project experience, organizational charts, staff resumes, current and projected workload information, financial statements for three years, litigation and lien disclosures, and evidence of local status as defined by Lee County residency or three-year service history. A minimum of two District Business Services staff will review financial submissions, with possible consultant assistance at the District's discretion.
