About this file
This is a Request for Bids (RFB) issued by the City of Dallas for Animal Feed for the Dallas Animal Services Department, with the solicitation number BH25-00028056. The RFB seeks to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for animal food procurement, with Dallas Animal Services expecting to intake over 25,000 animals annually and requiring a variety of food based on the dietary needs of the animals. The City plans to award three suppliers - a primary, secondary, and tertiary vendor - with the ability to reassign orders if suppliers cannot meet specified deadlines. Bids are to be submitted electronically through the City's procurement website, with a pre-bid meeting scheduled to allow bidders to ask questions directly to the department.
The RFB requires bidders to have a minimum of 5 years of business experience, with a preference for vendors who have worked with large clients of similar size and scope. Vendors must provide three relevant references and demonstrate the capability to deliver a minimum of 60 bags of dry dog food weekly. Pricing should be all-inclusive, covering goods, delivery, and shipping, with billing accepted monthly or upon milestone completion. The City has a local preference program that may provide a bidding advantage to local firms, with potential price adjustments ranging from 3-5% depending on the contract value. Normal delivery is expected within 30 days of order receipt, with emergency deliveries required within 24 hours, and the contract will commence upon City Council approval and execution.
