About this file
This is a Notice of Intent to Sole Source a federal contract opportunity for Morris inventory management software licenses, maintenance, and support services. The Indian Health Service-Zuni IHS Hospital, operating under the Department of Health and Human Services Office of Mission Acquisition Solutions in Zuni, New Mexico, intends to negotiate exclusively with Morris Systems, Inc. (UEI: KJLNAK6KA6N5), located at 3900 Stonebridge Drive, Suite 903, McKinney, Texas 75070. The Government has determined that Morris Systems, Inc. is the only source capable of providing the required software licenses, maintenance, and technical support because the M-System inventory management software is proprietary to Morris Systems and currently operational at the Zuni Service Unit. The acquisition is being conducted as a commercial service acquisition under FAR Part 12 using Simplified Acquisition Procedures. The contract covers M-System software licenses for 12 months in the base year plus four (4) optional years, including both the System M32 for 5+ users and a 4-station system, with monthly licensing and support fees. The period of performance runs from July 1, 2026 through June 30, 2031, with annual renewal periods beginning July 1 for each subsequent option year.
Responsive parties may submit a capability statement via email to christopher.brown2@hhs.gov by June 11, 2026, at 12:00 PM EST. No formal solicitation package is available, and this notice is not a request for quotations. The Government reserves sole discretion to determine whether to compete this contract action based on responses received. The M-System software supports General Services operations by maintaining current medical supply inventories, enabling point-of-use replenishment for direct patient care programs, and providing the Zuni Service Unit direct online access to supply replenishment through the Supply Center located in Gallup, New Mexico. The Government has determined that switching systems would result in unacceptable supply delays, compatibility issues, additional transition costs, and disruption to daily replenishment operations critical to patient care.

This acquisition is being conducted as a commercial service acquisition in accordance with FAR Part 12, Commercial Products and Commercial Services, utilizing Simplified Acquisition Procedures.
