About this file

This is a Pre-Bid Conference Sign-In Sheet for the Chiloquin State Airport Runway, Taxiway, and Apron Surface Seal Project issued by the Oregon Department of Aviation under AIP No. 3-41-0012-012-2026 and 3-41-0012-013-2026. The project encompasses comprehensive pavement rehabilitation including crack sealing of 4,002 linear feet, asphalt patching of 2,728 linear feet of wide cracks and 49 square feet of standard patching, surface seal coat application of 31,562 square yards, and pavement marking installation of 7,556 square feet across Runway 17-35, four connector taxiways, a midfield apron, and two run-up aprons. The work is organized into three phases to be completed within 12 consecutive calendar days from Notice to Proceed, with Phase 1 involving crack repair and asphalt patching (10 days), Phase 2 covering surface seal application (1 day), and Phase 3 addressing pavement markings (1 day). The voluntary pre-bid conference was held on March 18, 2026, and was attended by representatives from the Oregon Department of Aviation and Century West Engineering. Bid submissions were required through the OregonBuys electronic system by April 1, 2026, at 3:30 PM PST, with public bid opening immediately following and Notice of Intent to Award posted within five business days thereafter.

Bidders must possess valid Construction Contractors Board registration and provide bid security equal to 10 percent of the total bid amount, along with performance and payment bonds each equal to 100 percent of the contract price and proof of insurance with minimum $1,000,000 in combined single-limit bodily injury and property damage liability coverage. The estimated project cost for bonding purposes ranges from $353,000 to $398,000, with liquidated damages of $3,000 per calendar day applicable for failure to meet the substantial completion deadline. All work must comply with Oregon Bureau of Labor and Industries prevailing wage rates for Klamath County and federal Davis-Bacon Act wage requirements, with contractors required to pay the higher standard. The project is funded through a combination of state funds (5 percent of eligible project cost) and federal funds (95 percent of eligible cost), with award contingent upon the Oregon Department of Aviation's receipt of sufficient funding. The contractor will be subject to 5 percent retainage withheld from progress payments and must furnish a one-year warranty on all completed work with defects remedied within 14 days of written notice. No set-asides for disadvantaged or minority-owned businesses were identified.
