Amendment A000003

The purpose of this amendment A000003 is to respond to clarification questions received before the expiration date and time of June 11, 1:00 p.m. ET. There were 10 questions and one inquiry. The ten questions and corresponding responses and inquiry are cited below.

Inquiry: CFR 231.30 requirements state that the coupler release mechanism should be actuated from the switchman’s step. The manufacturer’s standard commercial product has a coupler release button on the operator’s console inside the cab only.

Inquiry Response: Coupler release actuation from the switchman’s step is not required.

Clarification Questions and Responses:

Question 1): The drawings provided don’t show the coupler details. Please provide the additional information below so we can ensure the car spotter will navigate the 125-foot radius curve specified in the Statement of Work:

a. 4-axle gen. purpose flat car

i. Coupler information (AAR standard type E, E/F, F …)

ii. Degrees of horizontal swing

b. 8-axle 140 ton depressed

i. Coupler information (AAR standard type E, E/F, F …)

ii. Degrees of horizontal swing

c. 12-axle M1

i. Coupler information (AAR standard type E, E/F, F …)

ii. Degrees of horizontal swing

d. M140 (Not specifically called out in specifications, but drawing was provided)

i. Coupler information (AAR standard type E, E/F, F …)

ii. Degrees of horizontal swing

Response #1: See PNSY-Rail Defueling Report PDF attached hereto. This report addresses question #1 a-d questions as cited above.

Question #2: Is the rail beside the cleats mentioned in section 1.4 section g, subsection 3 embedded rail or surface mounted? If surface mounted what is the dimension above the concrete?

Response #2: Rail is embedded.
