About this file

This document is a Change Order Notice from the Illinois Department of Human Services regarding an amendment to an existing marketing and public relations contract with ASGK HOLDINGS LLC dba KIVVIT LLC. The change order will increase the contract amount by $1,000,000 to support the original goals of the contract, which are to motivate traditionally Hard To Count (HTC) Illinoisans to participate in the 2020 Census. The key components include developing creative marketing and public relations strategies, navigating communities through the 2020 Census questionnaire submission, countering misinformation, addressing and overcoming community concerns, and motivating participation in the 2020 Census on a statewide level. The goal of this change order is to increase the visibility of 2020 Census participation through focused digital and social media advertising, as well as more traditional television and radio marketing, with resources devoted to reaching HTC, Latinx, and African-American communities.

The change order is in accordance with 720 ILCS 5/33E-9, which states that the circumstances necessitating the change in performance were not reasonably foreseeable at the time the contract was signed and are germane to the original contract as signed.

thedetails: The Department of Human Services is giving notice of intent to amend the existing marketing and public relations contract, resulting in a Change Order. The contract with ASGK HOLDINGS LLC dba KIVVIT LLC will be increased for an additional $1,000,000.

The circumstances to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed and is germane to the original contract as signed. Change order is in accordance with 720 ILCS 5/33E-9.

The change order will support the original goals of the contract, to motivate traditionally Hard To Count (HTC) Illinoisans to participate in the 2020 Census, through the following key components:

• Develop creative marketing and public relations strategies and produce a marketing and public relations campaign to ensure a complete count;

• Navigate communities through 2020 Census questionnaire submission;

• Counter misinformation;

• Address and overcome community concerns; and

• Motivate participation in the 2020 Census, on a statewide level.

The goal of this change order will be to increase the visibility of 2020 Census participation, through focused digital and social media advertising, as well as more traditional television and radio marketing. These resources will be devoted to reaching HTC, Latinx, and African-American communities. This new investment will help Illinois reach more residents through a combination of print, broadcast, and hyper-targeted digital ads in zip codes that have an especially low response rate.
