About this file
This document is a series of Questions and Answers (Q&A) related to a GSA lease solicitation for a facility requiring approximately 146,679 ABOA square feet, with approximately 25,000 ABOA square feet designated for office space and the remainder for warehouse usage. Key details include a flexible occupancy timeline with a post-award construction schedule of roughly 14 months, acceptance of square footage within a 2% range of the specified amount, and specific requirements such as secured fencing around entrances and parking areas, heating and ventilation for the warehouse, and estimated personnel of 45 employees for the office area.
The Q&A clarifies several important aspects of the solicitation, including that a single-tenant building is not mandatory, Green Globes certification is only required for new construction, ceiling heights vary by area (with office areas considered 10 feet high for pricing purposes), and the lease allows potential offerors to propose improved construction schedules. The solicitation appears to be seeking a flexible, secure facility with specific spatial and functional requirements, giving potential lessors some latitude in design and construction approaches while maintaining core operational specifications.

Does GSA require a single tenant building?
No, a single-tenant building is not a requirement but the space must be secured by a fence around all entrances, parking areas, etc.
The RLP states that the fencing required to secure the parking areas and warehouse is part of shell. Should this be BSAC?
Fencing around the wareyard and secure parking area shall be covered in the shell rent. The cost of additional fencing required for the site would be covered in the BSAC rent.
Does GSA have a desired/required occupancy date? The post award construction schedule provides roughly 14 months from award to occupancy, including roughly 9 months for construction. Most existing buildings could easily beat this schedule. Would GSA accept earlier lease commencement?
The post award construction schedule in the Lease is based on design and construction durations of similar projects for this agency. In the event an offeror feels the schedule can be improved they are encouraged to provide a design and construction schedule as part of their initial offer.
RLP requests that offerors provide “documentation of the proposed Green Globes for New Construction (GG-NC) credits for Two Green Globes level certification.” Is this only required if we are proposing new construction?
Yes, this requirement is only applicable to buildings proposing new construction.
Do you have an occupancy level of the office areas? We need that to know how many bathrooms need to be constructed per Section 3 of the lease.
Estimated number of personnel for the office area is 45 employees.
Just want to confirm that that warehouse area requires heating and ventilation only, not cooling. Please see Amendment No. 1.
Would GSA consider a net of electric lease? It is very difficult for owners to guess what the electrical load of this building is going to be given all the unique requirements.
and that is the requirement for initial offers. GSA reserves the right to revise this following receipt of initial offers.
The RLP requests “approximately 146,679 square feet of contiguous space:
8 a. Is this rentable or usable? ABOA SF.
b. There is usually a range of a minimum and a maximum square footage – can you provide what the minimum and maximum are?
The requirement is for "approximately 146,679 ABOA SF". Square footage within a reasonable range of 146,679 ABOA SF will be acceptable at the discretion of the Contracting Officer (reasonable range anticipated to be plus or minus 2% of 146,679 ABOA).
c. There is no allotment of space for office usage. Is there an office component for this requirement and is there a reason that some of that could not be accommodated with a mezzanine?
Per the ASR and RLP, approximately 25,000 ABOA SF of space will be office. Ceiling height and other locational requirements are outlined in the ASR documents.
d. Can you confirm that the 28 feet clear is required for the entirety of the space offered?
Per Section 1.02 P: The space requirement identified in subparagraph “A” will include approximately 25,000 ABOA SF of OFFICE and related space. The ceiling height of this area shall be as outlined in the Special Requirements, but for price evaluation purposes using cubic volume the height of this area shall be considered to be 10 feet.
