Building Design
The U.S. Citizenship and Immigration Services (USCIS) maintains a strong tradition of public building design that reflects the highly respected stature of the U.S. Government. All USCIS facilities should embrace and illustrate this principle and present a building or office environment that exhibits fiscal prudence and efficiency of the public’s money, as well as contribute to the vitality of the surrounding area.
USCIS space shall be in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; and be in a modern office building that is professional and prestigious in appearance with the surrounding development well maintained and in consonance with a professional image. The space shall be within an appropriately zoned district, i.e., Central Business District, Business Park, Commercial, or Office. Buildings located within any type of Manufacturing, Industrial, Warehouse, Retail or similar zones will not be accepted. Space shall be BOMA Class “A” or Class “B” Office space with no exceptions (See General Notes for definitions). USCIS space shall be located within a ½ walkable mile to public transportation with one or more bus stops or combination of bus and train stops. Adequate eating facilities shall be located within the immediate vicinity. Other services such as retail shops, cleaners, banks, etc. shall also be located within the immediate vicinity.
USCIS space can be located on more than one floor. However, the public spaces (which consist of approximately half of the space) should remain on the same floor serving most public functions. The remaining USCIS required space will be planned accordingly to include proper and separate access (including elevators) for the public and for employees.
The separation of the Public and Employee space will be an important aspect of this facility. All visitors shall enter through a single, well-defined, secure entrance. The entrance sequence will include a public entry that provides for protection from the weather while waiting for the security screening. USCIS employs an online appointment scheduling system, so visitors will come in a consistent stream throughout the day. The employees will enter through a separate entrance.
The proposed site, building and premises must comply with the security requirements for up to a Level III facility. Refer to Appendices 1 thru 4.
Version 4.1 – January 2022 Page 4 of 40
Branding Branding is incorporated throughout USCIS spaces and includes Lady Liberty, interior signage, and exterior signage. Branding is further emphasized using color palettes.
Signage All signage shall meet ADA and local codes. The Lessor’s Architect shall coordinate with the USCIS PM for government approval of the signage numbering scheme and location for incorporation into the design intent drawing submissions. During the Construction Administration Process, the lessor team shall submit a comprehensive signage package for government approval inclusive of sign type, size, color, material, message, mounting type and location. USCIS shall ensure correct spellings, punctuation and capitalization during the submittal approval process.
The lessor team shall design, procure and install the following signage annotated in the chart and sections below:
Exterior Signage Signage must be provided on the exterior of the building or in the entrance area to the USCIS space (such as multi-tenant Central Business District buildings). Additionally, USCIS may include a freestanding monument sign. The proposed sign location should be located on the site plan or building elevation plans. Based on the Lessor’s building location, additional exterior directional signage may be required for campus or professional park environments. (Dimensions utilized in the following layout are for scaling purposes only.
Lady Liberty The Lady Liberty image should be provided on the exterior perimeter of the building near the public entry or within the public lobby space. Sizing, color, and material application will be determined during the design.
Interior Signage USCIS has agency specific interior signage requirements for consistency throughout USCIS spaces. Refer to the USCIS Sign Standards Design Guidelines for interior signage specifications, locations and size requirements.

Design General Notes
In the event a conflict exists between the GSA Request for Lease Proposal (RLP) and the USCIS Asylum Special Requirements, the more stringent shall prevail.
1. Building Classification – USCIS requires all buildings to be Class A or B, no exceptions.
Class A Definition: Most prestigious buildings competing for premier office users with rents above average for the area. Buildings have high quality standard finishes, state of the art systems, exceptional accessibility, and a definite market presence.
Class B Definition: Buildings competing for a wide range of users with rents in the average range for the area. Building finishes are fair to good for the area. Building finishes are fair to good for the area and systems are adequate, but the building does not compete with Class A at the same price.
2. Building Entrance – There shall be two separate entrances to USCIS space. One entrance for employees and one entrance for the public.
3. Direct/Indirect Light Fixtures – Light fixtures shall be LED direct/indirect and be capable of providing 30-foot candles (unless otherwise noted) of light at work surface height (30"AFF). Corridors shall be capable of providing minimum 25-foot candles. Lamp color shall be maintained at 3500K and the CRI (Color Rendition Index) must be maintained at a minimum of 80 for the term of the lease unless an alternative light color is approved by the USCIS Facilities Division (FAC).
Pricing requirements: The Lessor shall ensure that the cost of the shell lighting specified in the RLP is subtracted from the total lighting cost in the Tenant Improvement pricing.
4. Door/Frame/Sidelight A ssemblies – Typical sidelight assemblies (as required) shall be integral with the door frame. If transoms and additional glazing adjacent to the door frame are specified for daylighting, they should also be integral to the door frame and approved by (FAC) prior to being included in the project design.
Pricing requirements: Provide three pricing options to USCIS FAC for approval. Option 1: No sidelight; Option 2: Integral door frame with sidelight, Option 3: Integral door frame with sidelight and Transom.
5. Tenant Uninterrupted Power Supply (UPS) – A Tenant UPS is required and must be located prior to the building’s main distribution panel (or at least before the panels/service serving the Government's leased space). The Lessor shall be responsible for replacement of modules when a failure occurs, and the system indicates the module is defective. The Tenant UPS shall be monitored and connected to the building’s BAS system for automatic indicators for reporting and replacement. The Lessor shall be responsible for providing, installing, and maintaining this system throughout the term of the lease (including all service repairs, parts replacement, and maintenance). The UPS Shall provide minimum 4-hour battery backup for HVAC, lighting and power supporting 24/7 spaces and security equipment. Note: Intrusion Detection Systems (IDS) shall have minimum 4-hour backup in stand-by (non-alarm) and then five minutes in alarm, no exceptions. Power distribution points and emergency sources shall be separated to eliminate single point vulnerabilities.
Pricing requirements: Provide three pricing options to USCIS for approval. Option 1: 4-hour battery backup; Option 2: 2-hour battery backup, Option 3: 1-hour battery backup. Note: Intrusion Detection Systems (IDS) shall have minimum (Option 1 only) 4-hour backup in stand-by (non-alarm) and then five minutes in alarm, no exceptions. In areas where frequent and prolonged power outages occur, more time may be necessary.
6. Electronic Security System (ESS) – The Lessor shall furnish and install an operational ESS. The Lessor will maintain the systems during the one-year warranty listed to the installer which commences on the date USCIS Security accepts and signs of on Security System Testing/ Certification and Activation Completion Documentation. The Lessor shall provide testing and certification documentation certifying all ESS components are fully operational and have been tested (including transmission/connection to and from the Mega-Center). USCIS Security will sign off commencing security acceptance. The Government will own and maintain all installed equipment upon expiration of the one-year warranty. The lessor shall provide documentation annotating the latest software/firmware updates are uploaded and configured within the system no more than 30 calendar days prior to the one-year warranty turnover to the government. The ESS will comprise of an HSPD-12 Compliant Access Control System (ACS), Intrusion Detection System (IDS), and Internet Protocol Video Surveillance System (IPVSS) that will be capable of operating on an integrated standalone platform which can provide USCIS with the ability to access, monitor, administer and control of all three systems through a single client. The costs of the ESS shall be paid by the Government through the BSAC. The complete requirements for the electronic security systems are provided in the attached USCIS Facility Security Specific Requirements (FSSR) for Electronic Security Systems and the ISC Countermeasures.
Refer to paragraph 8a. below and section E17 for POTs line requirements.
7. Tenant Provided Magnetometer and X-ray Machine(s) – USCIS will provide security equipment to be located within lobby security screening and mailroom areas. The Lessor shall provide, install and the coordinate the power and data required for the tenant provided equipment.
