About this file

This is a Lease Market Survey Form (Form 2991, Revision 08/2021) used to evaluate existing buildings for potential federal lease space. The form is specific to Lease #57-36027-27-FA and is designed for the U.S. Department of Agriculture (USDA) agencies, specifically the Farm Service Agency (FSA) and Natural Resources Conservation Service (NRCS).

The survey documents building characteristics and tenant requirements for office and related space. The tenant agency is USDA-LAAB, requiring 2,333–2,449 rentable square feet (ABOA) not to exceed 2,682 rentable square feet, with 16 surface parking spaces and no structured parking. The form captures building specifications including floor numbers, square footage, floor load capacity, ceiling heights, window availability, and column spacing across multiple floors. The agency requirements mandate a professional office environment with first-floor preference, contiguous single-floor space, 24/7 government access, and a fully-serviced lease. The survey also evaluates compliance with federal standards for fire safety, accessibility (ABAAS), seismic protection, and sustainability, along with specific parking requirements for government vehicles, producers, visitors, and employees. Additional sections assess neighborhood observations, parking compliance, and facility features including loading docks, security measures, restrooms, elevators, drinking fountains, and exit stairs. The form concludes with a Lease Contracting Officer decision section requiring certification from FSA, NRCS, and the Lease Contracting Officer regarding whether the building meets Reasonable Lease Price (RLP) standards and agency go/no-go criteria.
