About this file
This is an Additional Standard Provisions permit document issued by the South Carolina Department of Transportation (SCDOT) for Beaufort County's Shell Point traffic calming project (Permit #294120). The project involves construction of one raised intersection at Shell Point Road and Broad River Drive, plus nine speed humps across three streets in the Shell Point neighborhood. Beaufort County is responsible for perpetual maintenance of all speed humps, signage, and pavement markings at no cost to SCDOT. The permittee must provide written notification at least 48 hours in advance before commencing work, submit traffic control and erosion control plans for approval, and comply with current SCDOT Standard Drawings, Standard Specifications for Highway Construction, and ADA Guidelines for Transportation Facilities. A pre-construction conference with all appropriate parties must occur prior to work commencement, with discussion of work schedules showing start and end dates and a contact list including permittee and superintendent names and phone numbers. A final inspection must be scheduled upon project completion. Work must commence within ten calendar days of the Notice to Proceed and be completed within 60 calendar days, with punch list work due within 30 calendar days.
All signs shall be installed by SCDOT at the permittee's expense and mounted on breakaway posts. The permittee is responsible for contacting the SCDOT Traffic Signal Shop at 843-740-1668 prior to any digging, excavating, or trenching within 500 feet of a signalized intersection. Any damaged sidewalks, drainage structures, curbs, or other appurtenances must be replaced immediately at the permittee's expense. Field changes require written approval from SCDOT Maintenance before construction. Beaufort County must hold SCDOT harmless in any litigation involving the speed humps and associated signage. The permittee must employ competent project management staff and SCDOT-certified inspection staff with on-site decision-making authority. Liquidated damages of $600 per calendar day apply for project delays. In the event of a hurricane evacuation, all operations must cease and equipment must be removed from the right-of-way until the State Government provides clearance to return.
