About this file
The document is a Request for Qualifications (RFQ) for Architectural Services issued by the Scott County Board of Supervisors in Mississippi, seeking proposals from qualified firms or individuals to provide architectural services related to potential CDBG-DR and FEMA funding awards. The RFQ requires eight copies of proposals to be submitted by 10:00am on July 16, 2025, with submissions to be opened at 2:00pm the same day. The architectural services will encompass design and cost estimate preparation for funding applications, and if awarded, the selected architect will provide comprehensive architectural services for funded projects, including preparation of plans and specifications, bid document distribution, bid opening assistance, construction contract execution, pre-construction conferences, construction inspections, and payment request reviews.
The proposal evaluation will be based on three criteria: Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). The County encourages submissions from Minority-owned Business Enterprises (MBEs), Woman-owned Business Enterprises (WBEs), and Section 3 eligible businesses, with a focus on providing job training and employment opportunities to lower-income Scott County residents. A selection committee will review proposals within 30 days, with the Board of Supervisors making the final selection based on the highest cumulative points and most advantageous proposal. Contracts will be executed on a fixed-price basis for individual projects, and the County reserves the right to reject any or all proposals, with selection contingent upon receiving sufficient funding and resolving any environmental conditions.

The County encourages Minority-owned Business Enterprises (MBEs) and Woman-owned Business Enterprises (WBEs) to submit proposals. The County also encourages Section 3 eligible businesses to submit proposals. Section 3 of the Housing and Urban Development Act of 1968, as amended, requires, to the greatest extent feasible, that the County and its contractors that participate in the above referenced program give opportunities for job training and employment to lower income residents of Scott County.
All proposals must be submitted in a sealed envelope and marked with the following language: “Proposal for Architectural Services.” Proposals will be evaluated on the following factors: Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). To be evaluated properly, the following criteria must be addressed in detail:
Qualifications – List of qualifications of persons to be assigned to the project;

The County will designate a selection committee to evaluate each proposal. The selection committee may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing and investigating the qualifications of the individuals or firms, and the assigned individual(s). The selection committee, upon review, will provide recommendation to the Board of Supervisors for selection, and the Board of Supervisors will make the final determination of selection.
The County reserves the right to reject any or all proposals. Subject to the awarding of sufficient funding, and the removal of any environmental conditions, the County will select the individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the County, price and other factors considered. The contract will include the scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. Any selection is contingent upon the receipt and execution of acceptable contract. The County has authority to terminate the selection at any time.
