About this file

This document is a single/sole source justification from the Department of the Air Force Oklahoma City Air Logistics Complex for repairs to four low pressure turbine assembly modules. Chromalloy Component Services, Inc. is proposed as the sole source vendor to complete repairs to the modules, which are currently located at Chromalloy's facility after being inducted under contract FA8122-15-D-0001 for remanufacturing. Issues requiring repair were discovered after the modules were returned to the government upon completion of the original remanufacturing work. Chromalloy has determined the specific repairs needed, which fall outside the scope of the original contract. As the modules have already been at Chromalloy for over three years and it would be cost-prohibitive to compete the repair work or return the modules to the government to resolicit the work, a sole source award to Chromalloy is justified to repair the modules and return them to operational condition. The estimated value of the repairs is provided by Chromalloy.

DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

01 February 2023

TO: AFSC/PZAAB

FROM: 421 SCMS/GUMBA for AFLCMC/LPSDE

SUBJECT: Single/Sole Source Justification for LPT Module 13/15 PQDR Repairs

1. BACKGROUND: The Low Pressure Turbine Assembly Modules 13/15 identified below were originally inducted for remanufacture under contract FA8122-15-D-0001 awarded to Chromalloy. Remanufacture was completed; however, when the modules were returned to the government, test and inspection was performed depicting faults found. A Production Quality Deficiency Report (PQDR) was issued and the modules were returned to Chromalloy.

Chromalloy found issues requiring repair that are not covered under the Statement of Work (SOW) in contract FA8122-15-D-0001. The government has been in a three-year long discussion with Chromalloy to determine cause and means to repair the issues identified in the PQDR. The government now concurs that the work needed to bring these modules to fully operational and serviceable condition was beyond the scope of the original contract. However, the original contract does not have Over & Above CLIN and is now ended which requires a new contract to perform the work required.

2. JUSTIFICATION: the modules addressed above are, S/N 54/56X12807, S/N 54X10172/56X13759, S/N 54/546X12789, and S/N RM5530/NL9153. All four modules are currently located at Chromalloy awaiting Government direction and disposition. Chromalloy has been awarded the follow-on competed, commercial, remanufacture contract, FA8122-20-D- 0002. The type of work required for the above modules is specific to each individual module and of a repair nature (services) and not remanufacture (supply). It is cost-prohibitive to compete this work because of the time and effort already expended to determine the specific repairs and because the modules are currently located at Chromalloy’s facility. Furthermore, it would take more time to have the modules returned to the government and resolicit/compete the work needed; these modules have already been out of USAF use for over three years.

Chromalloy provide an estimated value of repairs with their deficiency report showing to repair all three modules; the Government’s engineer and acquisition team concur with the estimated price.

3. STATEMENT: The proposed sole source vendor is the only logical vendor to complete the work required that can satisfy the governments requirement:

Vendor Name: Chromalloy Component Services, Inc Address: 303 Industrial Park, San Antonio Texas, 78226-1838 Contact and Telephone: Tamara Mackell, tmackell@chromalloy.com Cage Code: 1LKE9 Type of Business: Large
