About this file

This is a Questions and Responses document for the Social Security Administration's Social Security Guards Contract solicitation (Solicitation Number 28321326R00000009A) covering multiple locations including headquarters, NSC Maryland, WBDOC Pennsylvania, and SSC/RTP.

The document clarifies key contracting terms regarding the Unison Marketplace fee structure. The Unison fee is automatically added to each Contract Line Item (CLIN) when vendors submit pricing through the system, with the fee cap set at 3.93% or $18,150, whichever is lower. The awarded contractor pays the fee to Unison, with invoicing occurring 60 days after award or service delivery. The document also provides current prevailing wage rates effective July 18, 2025, for NSC Maryland positions including Hardware Retirement PSO ($34.10 base hourly rate with $5.50 health/welfare and $1.00 retirement), CCO ($34.65), PCO ($36.15), and SGT ($36.05), plus exempt positions for Lieutenant ($84,000) and Captain ($87,000). For WBDOC Pennsylvania, rates are provided for Security Officer/PSO ($25.30 base), Control Center Operator ($26.23), and Lead/Shift Supervisor ($27.52), all with additional shift differentials for night shifts ($6.20), holidays/weekends ($1.50), and an additional $2.00 differential. The solicitation has undergone multiple amendments, with Amendment 004 extending the transition period to 45 days and providing updated rate information.

Questions and Responses

1. How is the unison fee collected?

a. Marketplace’s Invoicing team will send an invoice to the awarded seller, 60 days after the award has been made or after the goods/services have been delivered.

2. Regarding the unison fee- the inclusion of the fee in sellers’ proposals: is it added at the time the proposal is submitted?

a. Yes, Marketplace’s margin is automatically added to each CLIN once the vendor submits their pricing through the system. The fee is already included and the new totals are visible to the bidding sellers the moment they submit their bid through the system.

b. Please note if sellers are looking at the total fee amount on the current bids before the bid closes, then those are incorrect. The total fee amount will decrease significantly once the close date/time has passed and the system will take into consideration SSA’s fee cap. SSA’s fee cap is 3.93% or $18,150, whichever is lower.

3. Who actually pays the fee? SSA or winning contractor?

a. The winning contractor will pay the fee to Unison. The awarded contracted price will include the Unison fee.
