| # | Section Reference | Vendor Question | Government Answer | |
| 1 | Our company is new and as such we have no company Past Performance. We do however have extensive Professional working experience in facilities such as this. I am not seeing anything in the PWS regarding Past Performance except for Interim/Final Performance Evaluation Report. Would our company still be allowed to submit a proposal without receiving a negative rating? | Section E-1.4 includes information regarding evaluation factors and what interested vendors must include in their quotation. Section E-1.5 states how quotations will be evaluated. As stated in the solicitation, "In the event that a Quoter has no record of relevant past performance or for whom past performance is not available, the Quoter will be evaluated as neutral (neither favorable nor unfavorably) in this area". | ||
| 2 | It is showing a response date of 3/28/2019. Will this be adjusted? | The quotation due date has been extended until 9:00am ET on Monday, 04/08/2019. | ||
| 3 | Offer Due Date | |||
| The current due date is shown as March 28, 2019, at 1400 ET. To consider the information provided on March 20, 2019, and to get the information and costs together in less than 7 days is very restrictive. Please consider extending the due date to April 18, 2019. | ||||
| The quotation due date has been extended until 9:00am ET on Monday, 04/08/2019. | ||||
| 4 | I understand that bidders have till 3/25/19 to submit questions, or as is stated in the solicitation "ALL INQUIRIES MUST BE RECEIVED NO LATER THAN 9:00 AM ET, MONDAY, 03/25/2019". Then three days later, offers are due by 3/28/2019, 1400 ET for the above referenced federal building. Is the due date correct as shown on the SF 1449? | The quotation due date has been extended until 9:00am ET on Monday, 04/08/2019. | ||
| 5 | Please delineate what GSA is responsible for in the building that is not a part of this contract. | This information is not relevant. The successful contractor will only be responsible for the requirements of the contract, as stated in the Statement of Work. | ||
| 6 | Is NCMMS required as a part of the services provided by the O&M contractor? | Unsure of what NCMMS stands for. If this question is refering to a computerized maintenance management system, please see question #20. | ||
| 7 | Please provide a complete inventory list (i.e. man-lifts, breakdown of light bulbs including quantity and sizes, size and quantities of all AHU filters, playground equipment, quantity of UPS "PowerWare", cafeteria equipment included in contract, electrical and life safety systems if included in the contract, BAS responsibility, | It appears the question was cut off. However, an equipment list is added as an attachment to the solicitation. | ||
| 8 | Please provide a list of approved and on-site sub-contractors that are currently performing work. | It is at the successful contractor's discretion as to who their subcontractors are, as long as they are able to meet the requirements of the contract. Since the Government does not have a contractual relationship with subcontractors, we will not provide this information. | ||
| 9 | Please provide a current list of employees so we may be able to bid vacation time properly (i.e. anniversary dates) | Pursuant to FAR 22.1020, which dictates the requirements for the release of seniorty lists, at the commencement of the succeeding contract, SSA will provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination | ||
| 10 | Warranties were mentioned during the walk-thru. Please provide the warranty companies, the equipment they cover, point of contact information, and warranty period. | Any warranties are included in the Statement of Work. Warranty information will be provided to the incoming Contractor, following award. | ||
| 11 | Please provide the number of repair occurances that took place in 2018. This would include all repairs, above and below the contractor threshold of $5,000. Additionally, you state "The Contractor shall bear all repair costs (labor, parts and material), regardless of the dollar value, where the need for an individual emergency service repair is caused by the failure to properly service or maintain equipment, negligence or willful misconduct of the Contractor or Subcontractor employees.Warranties were mentioned during the walk-thru. Please provide the warranty companies, the equipment they cover, point of contact information, and warranty period." This statement seems to be a subjective call or opinion on the SSA's part. Please provide the number of incidents that have occurred in the past two years where the contractor was required to pay the entire amount for emergency repairs. | In regards to repairs, the Government does not have information on the number of repairs in which the current contractor was fully responsible for (those below the current threshold); however, there was an estimated 4-5 repairs in 2018 that fell above the threshold, in which the Government was responsible for costs above the threshold. | ||
| 12 | Please provide all service calls including emergency, urgent, or non-urgent for 2018. | The current Government representatives do not have this information. | ||
| 13 | Please supply all specific areas and equipment included in contract (i.e. parking lot responsibility, vertical transportation, fire and life systems, inc. fire extinguishers, electrical systems, roofs, facades, sidewalks, infra-structures, windows, etc) that is part of the solicitation requirements. | All services required are specified in the Statement of Work. This includes the maintenance and repair of all tenant owned air-conditioning and heating equipment, plumbing equipment, sprinkler equipment, cafeteria equipment, security equipment, fire alarm equipment, card access equipment, electrical service, and all associated equipment. In addition, the Contractor must perform all necessary daily tours, service calls, repairs, preventive maintenance, etc. The Contractor is not responsible for the operation, maintenance, or repair of any Lessor equipment, structure, or systems, unless damage is a result of negligence or failure of a covered system or equipment." Per the Deliverables Chart, the contractor is to supply an Equipment Inventory List on or before 30 calendar days after contract start date. We request a complete inventory list for bidding purposes, as requested on question number 3. | An equipment list is added as an attachment to the solicitation. As stated in the solicitation, "List(s) may not necessarily represent all equipment to be maintained under the contract". | ||
| 15 | page 90/112 in Solicitation | SAA has attached US DOL Wage Determination, why was CBA not used? | The current CBA has been incorporated into the solicitation. For service contracts over $2,500, SCA requires the contracting officer to incorporate into the contract a requirement to pay prevailing wages and benefits issued by DOL in the form of "wage determinations" (reference FAR Sections 22.1006, 22.1007 & 22.1008) | |

| E.1-4 (2)m. Past Performance | Will the government consider using CPARs in lieu of PPQs, or, possibly allow the submission of existing PPQs, or just the current PPQ cover page with our proposal? Requiring PPQ submission by government personnel not only strains resources and our relationship with reviewers, it makes submission of a qualified bid reliant upon their timely response. Frequently, government personnel refuse to complete PPQs citing that this is the whole reason that CPARs / PPIRs system was created. | Quoters must use the Past Performance Questionnaire provided, as stated in the solicitation, to be used for the Government's evaluation. Also, as stated in the solicitation, the Government may use other information obtained through other Federal Government databases (such as PPIRS - now accessible through CPARS) during its evaluation, and in the event that a Quoter has no record of relevant past performance, or for whom past performance is not available, the Quoter will be evaluated as neutral (neither favorable nor unfavorably) in this area. Note that use of CPARS in the past performance evaluation is solely at the government's discretion (as given 'may use') and is not guaranteed. | ||

| B-9 Equipment Inventory | Does the government have an updated list of all equipment at the site? If there is no inventory, can the government prvoide at a minimum, an itemized list of the type of equipment that will be serviced. In order to price the FFP portion of this effort, we would need to know the type and quanitities of equipment currently being serviced. | All services required are specified in the Statement of Work. In addition, an equipment list is added as an attachment to the solicitation. | ||
| 22 | Staffing | Can the government provide the current staffing? | There is currently only one On-Site Maintenance Mechanic under the current contract. However, please note that the requirement has changed and we now require a minimum of two On-Site Maintenance Mechanics, as specified under Section B-13(b)(4), in addition to the on-call requirements. | |

| 24 | (SOW) | |||

For example, does the $5,000.01 and up apply to work only self-performned by our staff or does it apply to subcontractor labor as well? Does this also apply to labor-required overtime. | Labor costs would be any cost associated with the labor performed, either by the prime contractor, or subcontractor, during a repair. As stated under Section B-29(a), work under this section shall be performed during the person's normal work shift. | ||
| 25 | (Solicitation) | |||
| Pricing Tables | CLINs 003 and 004 are typically not serviced on a monthly basis. Are we to price these based on a monthly service or spread the cost of service across 12 months? | Pricing for these services should be calculated on a monthly basis, as the pricing tables demontrate. | ||
| 26 | (Solicitation) | |||
| Pricing Tables | What bearing does the Subcontractor Mark-Up Rate have on the Prime's bid rates? | As stated under Section E.1-5(A)(3) of the solicitation, "The Government will review the material and subcontractor mark-up rates and the fully loaded labor rates for the additional supplies/services for price reasonableness. However, these prices will not be included in the overall price evaluation/determination for award". | ||
| 27 | (SOW) | |||
| B-11 Tenant Owned Equipment | Will the contractor be responsible for the maintenance of equipment in the parking garages (i.e. lighting)? | The successful contractor is only responsible for the equipment specified in the Statement of Work, including the equipment list. | ||
| 28 | N/A | Will the government consider extending the proposal due date? The solicitation just dropped on 03/20/19 which doesn't allow for much time to review, receive answers to questions/clarifications, and submit a quality proposal. | The quotation due date has been extended until 8:00am ET on Monday, 04/08/2019. |
