1 Introduction and Background

The City of Newport is requesting bids for construction services associated with the City of Newport Cathodic Protection Repairs and Upgrades – 2026, City Project No. 28-22037.

The City owns and operates multiple water system facilities and pipelines that rely on cathodic protection (CP) systems to mitigate corrosion and extend the service life of critical infrastructure. These systems include a combination of galvanic and impressed current cathodic protection components installed at reservoirs, pipelines, and marine or coastal facilities.

In 2022, the City retained Coffman Engineers to perform a comprehensive, systemwide evaluation of existing cathodic protection infrastructure. That effort resulted in the 2022 City of Newport Cathodic Protection System Assessment – Final, which identified system condition, performance, and areas requiring corrective action. In 2023, Coffman Engineers completed a series of targeted follow-up technical memoranda providing additional testing, analysis, and specific recommendations for select facilities, including individual reservoirs, transmission mains, and the Embarcadero / Yaquina Bay Crossing.

Based on these assessments, the City has identified a set of discrete, construction-ready repairs and upgrades that can be implemented without additional cathodic protection system analysis.

The work under this contract focuses on correcting known deficiencies, replacing failed or aging CP components, restoring continuity and test station functionality, and performing post-installation testing and commissioning to confirm system performance.

This Invitation to Bid is intended to procure a qualified contractor to perform the identified cathodic protection repairs and upgrades in accordance with Coffman Engineers’ recommendations and industry best practices. The scope of work is limited to facilities and corrective actions that are sufficiently defined to support a competitive, lump-sum bidding process.

The overall objective of this project is to address identified cathodic protection deficiencies in a timely and cost-effective manner, reduce corrosion risk to critical water system assets, and extend the useful life of City infrastructure.

2 Location, Access, & Mandatory Site Visit

The work under this contract will be performed at the following City of Newport water system facilities, each of which was evaluated as part of the City’s cathodic protection assessment program and is addressed in a facility-specific technical memorandum prepared by Coffman Engineers:

• Embarcadero / Yaquina Bay Crossing – Cathodic protection rectifier system, anode ground bed, and associated test leads and cables.

• Siletz Raw Water Transmission Main – Cathodic protection components including test stations, continuity bonds, and associated appurtenances at identified locations.

• NE 71st Reservoir – Internal cathodic protection components, including stationary reference cells.

28-22037 - NEWPORT CATHODIC PROTECTION REPAIR AND UPGRADES – 2026 Page E-3

Each facility listed above is documented in the 2022 City of Newport Cathodic Protection System Assessment – Final and further addressed in one or more 2023 Coffman Engineers technical memoranda that define observed conditions and recommended corrective actions.

A mandatory group site visit will be conducted to allow prospective bidders to review project locations, confirm access conditions, and observe existing cathodic protection infrastructure.

Attendance at the mandatory site visit is a condition of bid responsiveness. Bids submitted by contractors who do not attend the mandatory site visit will be considered non-responsive and will not be evaluated.

The mandatory group site visit is scheduled as follows:

Date: April 21, 2026 Check-In Time: Prior to 12:30 PM Departure Time: 12:30 PM (promptly) Meeting Location: City of Newport Public Works Shop

845 NE 3rd St Newport, OR 97365

All attendees must check in with City staff prior to 12:30 PM. The site visit will depart promptly at 12:30 PM and late arrivals will not be accommodated.

Due to access limitations at certain project locations, particularly along the Siletz Raw Water Transmission Main, multiple contractor vehicles cannot safely access the work areas. For this reason, transportation to project locations will be provided by the City of Newport and contractor vehicles will not be permitted to travel to the project sites during the site visit.

Contractors attending the site visit will be required to ride with City personnel to the various locations.

Prospective bidders must RSVP to the Project Contact no later than 12:00 PM (noon) on April

2. The RSVP shall include:

• Contractor company name

• Name of the primary contact

• Email and phone number

• The number of individuals attending the site visit

This information is required so the City can arrange appropriate transportation and site access.

Failure to RSVP by the deadline may result in the contractor being unable to participate in the site visit.

Bidders are responsible for reviewing the referenced Coffman Engineers reports prior to attending the site visit so that questions regarding existing conditions and recommended repairs can be addressed during the visit.

By submitting a bid, the bidder certifies that it attended the mandatory site visit, reviewed the project locations, and is familiar with the conditions under which the Work will be performed.

No additional compensation will be allowed for conditions that could have been reasonably observed during the site visit.

Location figures and facility maps are provided in Appendix B for reference.
