About this file
This is a Sources Sought Notice issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) seeking market research information on foaming corrosion preventive compound (CPC) barrier products for enhanced corrosion protection in enclosed areas.
NSWCCD is investigating foaming CPC barriers designed to protect ground vehicles and tactical assets operating in marine environments by providing corrosion protection to interior components such as frame rails, boxed structural members, and enclosed cavities. The required product must include a foaming application capable of providing coverage to void spaces up to 4 inches in diameter while delivering at least 2 feet length of coverage. Technical requirements include: continuous corrosion prevention for no less than one year when exposed to ISO 12944-6 C5 (very high corrosivity) environment; shelf stability for a minimum of 2 years at storage temperatures of 20 to 120°F with no greater than 85% relative humidity; curing to a non-tacky film that prevents adhesion of road dust, sand, and debris; application capability and stability in ambient conditions of 40 to 110°F; and removability using standard solvent-based cleaners or high-pressure steam cleaning. The anticipated procurement is firm fixed price with a Request for Quote (RFQ) expected to issue on or around January 2027 via the Government Point of Entry (GPE). The primary NAICS code is 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) with PSC 8030 (Preservative and Sealing Compounds). Capability statements addressing vendor information, technical capability, supporting data, Safety Data Sheets (SDS), Technical Data Sheets (TDS), and product literature must be submitted via email to christopher.c.rolince.civ@us.navy.mil by 12:00 p.m. Eastern on 23 November 2026. This is strictly informational; no funds are available for response preparation, and submission is voluntary.

Request for Information (RFI)
Foaming Corrosion Preventive Compound (CPC) Barriers for Enhanced Corrosion Protection in
Enclosed Areas
1. SCOPE
1.1. BACKGROUND:
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is investigating foaming
Corrosion Preventive Compound (CPC) barriers for enhanced corrosion protection in enclosed areas to prevent corrosion on ground vehicles and tactical assets operating in a marine environment. NSWCCD intends to assess market-available foaming corrosion barrier that can be applied to interior parts such as frame rails, boxed structural members, and enclosed cavities to provide corrosion protection to otherwise inaccessible and susceptible parts. The key aspect of the intended corrosion barrier is the foaming application; this will allow full coverage of interior components regardless of configuration or orientation.
1.2. OBJECTIVE:
The purpose of this RFI is to conduct market research to identify potential vendors with products available that meet the capability criteria listed in this document.
1.3. DISCLAIMER:
This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an
RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
1.4. REQUIRED CAPABILITY:
Products of interest must include a foaming application. The product must be able to provide coverage to void spaces up to 4 inches in diameter while also providing at least 2 feet length of coverage. The product is required to meet the following criteria:
mailto:christopher.c.rolince.civ@us.navy.mil

Relative Humidity (RH)) for a minimum of 2 years.
• Once applied the product shall cure to a non-tacky film that prevents the adhesion of road dust, sand, and debris
• The product can be applied and is stable in environments where ambient conditions include temperatures of 40 to 110ºF.
• The material is a non-permanent coating. The product must be removable using standard solvent-based cleaners or high-pressure steam cleaning.
1.5. INFORMATION REQUESTED:
Interested vendors are requested to respond to this RFI with a capabilities statement that addresses the following areas. Please be as detailed as possible.
• Vendor Information:
