About this file
This is a Request for Information (RFI) issued by the Naval Surface Warfare Center, Carderock Division (NSWCCD), under Department of the Navy Naval Sea Systems Command, to conduct market research identifying vendors with foaming corrosion preventive compound (CPC) barrier products. The RFI seeks solutions for enhanced corrosion protection in enclosed areas of ground vehicles and tactical assets operating in marine environments. The required product must feature foaming application technology capable of reaching void spaces up to 4 inches in diameter with minimum 2-foot length coverage. Critical performance requirements include continuous corrosion prevention for at least one year in ISO 12944-6 C5 (very high corrosivity) environments, shelf stability for minimum 2 years at storage temperatures of 20–120°F and no greater than 85% relative humidity, and curing to a non-tacky film that prevents adhesion of road dust, sand, and debris. The product must be applicable and stable in ambient temperatures ranging from 40–110°F and must be removable using standard solvent-based cleaners or high-pressure steam cleaning.
Interested vendors must submit a capabilities statement addressing vendor information (company name, address, CAGE Code, point of contact details, and business size status) and technical capability data, including written confirmation of meeting stated requirements, information supporting foaming application capability, and provision of Safety Data Sheets, Technical Data Sheets, and relevant product literature. This is a pre-solicitation notice issued for information and planning purposes only; it does not constitute a commitment to contract, does not promise a future RFP, and the Government will not reimburse respondents for information or administrative costs incurred in preparing responses.

Request for Information (RFI) Foaming Corrosion Preventive Compound (CPC) Barriers for Enhanced Corrosion Protection in Enclosed Areas
1. SCOPE
1.1. BACKGROUND:
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is investigating foaming Corrosion Preventive Compound (CPC) barriers for enhanced corrosion protection in enclosed areas to prevent corrosion on ground vehicles and tactical assets operating in a marine environment. NSWCCD intends to assess market-available foaming corrosion barrier that can be applied to interior parts such as frame rails, boxed structural members, and enclosed cavities to provide corrosion protection to otherwise inaccessible and susceptible parts. The key aspect of the intended corrosion barrier is the foaming application; this will allow full coverage of interior components regardless of configuration or orientation.
1.2. OBJECTIVE:
The purpose of this RFI is to conduct market research to identify potential vendors with products available that meet the capability criteria listed in this document.
1.3. DISCLAIMER:
This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
1.4. REQUIRED CAPABILITY:
Products of interest must include a foaming application. The product must be able to provide coverage to void spaces up to 4 inches in diameter while also providing at least 2 feet length of coverage. The product is required to meet the following criteria:
· The applied material provides continuous corrosion prevention for no less than one (1) year when exposed to an ISO 12944-6 C5 (very high corrosivity) environment.
· The product is shelf-stable (Storage temperature range 20 to 120oF, no greater than 85% Relative Humidity (RH)) for a minimum of 2 years.
· Once applied the product shall cure to a non-tacky film that prevents the adhesion of road dust, sand, and debris
· The product can be applied and is stable in environments where ambient conditions include temperatures of 40 to 110ºF.
· The material is a non-permanent coating. The product must be removable using standard solvent-based cleaners or high-pressure steam cleaning.
1.5. INFORMATION REQUESTED:
Interested vendors are requested to respond to this RFI with a capabilities statement that addresses the following areas. Please be as detailed as possible.
· Vendor Information:
· Company Name, Address, and CAGE Code.
· Point of Contact (Name, Title, Phone, Email).
· Business Size Status (e.g., Large Business, Small Business, Service-Disabled Veteran-Owned Small Business, etc.).
· Technical Capability & Data:
· Provide a statement confirming your company products ability to meet capabilities outlined in Section 1.4.
· Provide any information that supports the product’s ability to meet the foaming application requirement.
· Provide the Safety Data Sheet (SDS), Technical Data Sheet (TDS), and relevant product literature.
