About this file

This is a price and cost exhibit prepared by the Washington Student Achievement Council (WSAC) for the College Savings Consulting Services Contract, a firm-fixed-price engagement seeking consulting expertise in Islamic finance, Shariah compliance, investment analysis, and higher education savings programs. The contract requires the selected firm to evaluate whether Washington's GET (529) Prepaid Tuition Plan qualifies as a Shariah-compliant savings option for Muslim families planning for higher education expenses. The scope of work encompasses comprehensive financial analysis, Shariah compliance assessment, and feasibility evaluation of the existing GET program against Islamic finance principles and requirements.

The pricing exhibit establishes a firm-fixed-price structure for the consulting deliverables, with detailed cost breakdowns for labor categories, materials, and other direct costs associated with the evaluation project. The document outlines the incumbent vendor information and the current funding mechanism through WSAC's operational budget. Pricing terms are structured to provide transparency in labor rates, overhead allocations, and project-related expenses, with all costs fixed upon contract award. This engagement represents WSAC's initiative to expand educational savings program accessibility to faith-based communities by ensuring compliance with Islamic financial principles while maintaining the integrity and functionality of the existing 529 plan structure.
