The contract requires the contractor to provide safe, reliable, and efficient student transportation services including: (1) daily commute and special education (SPED) transportation for students between designated bus stops and schools during regular and extended school years; (2) curricular transportation (e.g., physical education class, career practicum) with estimated mileage radius of 10 miles on-installation and 80 miles off-installation; (3) co-curricular transportation (e.g., athletic activities, sports practices) with the same estimated mileage parameters; and (4) comprehensive contract, schedule, and route management with administrative oversight. The contractor must furnish all personnel, vehicles, equipment, communications, and supplies necessary to perform these services. Services must commence by August 1 of each contract year. The contractor shall maintain a Primary and Alternate Contract Manager located within 30 miles of the installation, available 24 hours daily for emergencies with 30-minute response requirements. All routes must stay within established commute areas with elapsed times not exceeding 60 minutes between first pickup and school dropoff, unless COR-approved. Vehicles must arrive at schools no earlier than 5 minutes prior to morning bell time and no earlier than 15 minutes (but at least 10 minutes) before dismissal bell time for afternoon runs. The contract emphasizes safety as the highest priority, requiring pre-run security inspections, vehicle maintenance compliance with Federal and State law, proper Child Safety Restraint Systems (CSRS) on SPED buses, and comprehensive emergency management procedures. All contractor personnel must complete background investigations, security clearance processing, and mandatory safety and security training (3-4 hours each) before performing services. The contractor must provide multiple deliverables including personnel lists, bus stop time reports, student ridership counts, vehicle lists, accident/incident reports, training memoranda, and security compliance records to the Contracting Officer's Representative (COR). Performance standards require 100% compliance with contract requirements across all four objectives, with performance monitored through validated customer complaints, periodic and random inspections, and audits. The Quality Assurance Surveillance Plan (QASP) will be used by the government to monitor contractor performance throughout the contract period.

The Department of War Education Activity (DoWEA) requires safe, reliable, and efficient Student Transportation Services (STS) to support daily commute, Special Needs (SPED), Curricular and Co-Curricular transportation for eligible students and authorized passengers associated with DoWEA schools in Americas Mid-Atlantic District.

1.1 Background

The Department of War Education Activity (DoWEA), one of only two federally operated school systems, is responsible for planning, directing, coordinating, and managing pre-kindergarten (Pre-K) through 12th-grade educational programs for the Department of War (DoW). Globally positioned, DoWEA operates 161 accredited schools in 9 districts located in 11 foreign countries, 7 states, Guam, and Puerto Rico, employing approximately 14,000 staff members to serve over 66,000 children of active-duty military and DoW civilian families.

DoWEA is dedicated to providing a world-class education that prepares school-aged children of military families for post-secondary education and/or career success, and for being active contributors in a 21st-century global society. DoWEA operates as a field activity of the Office of the Secretary of War (Personnel and Readiness), overseen by a Director at DoWEA headquarters in Alexandria, Virginia. Schools are organized into three geographic areas: Europe, the Pacific, and the Americas.

1.2 Scope

The Contractor shall furnish all personnel, supervision, management, vehicles, tools, equipment, communications, supplies, and other items and services necessary to perform student transportation services as defined in this PWS. Safety is the highest priority for all transportation operations. The Contractor shall provide bus services to students living in established commute areas and outside of the established walking area.

Transportation services for students must be completed in the safest and most efficient manner possible while complying with all DoWEA policies, Federal and State laws and military installation regulations. The Contractor shall be ready to commence all required transportation services by 01 August of each contract year.

2.0 Requirement Objectives

2.1 Objective 1. Daily Commute and SPED Student Transportation

The Contractor shall provide safe, reliable and efficient daily commute and special education (SPED) transportation for students and authorized individuals between assigned bus stops and designated schools at scheduled times during the regular School Year (SY) and Extended School Year (ESY). Transportation services shall accommodate the unique needs of SPED students using qualified personnel, appropriate vehicles, equipment, and resources. A trained Safety Aide shall be assigned on all SPED routes, ensuring compliance with applicable safety and operational requirements.

The following listed tasks help the Contractor understand the requirements to meet the objective but are not exhaustive. The Contractor must develop a complete solution using a performance-based approach.

2.1.1.1.1 Drivers shall pick up and drop off passengers only at designated locations and times listed on the approved route schedule, unless otherwise directed by the Contracting Officer Representative (COR). Buses shall not depart from any bus stop before the departure time stated in the route sheet. Buses shall arrive at each school before the school start and end times.

Attendant or Safety Aide, assist students during boarding/disembarking as required.

2.1.1.1.3 Drivers shall complete all stops and run on the route unless directed otherwise by the

COR. Vehicles shall not arrive at any authorized stop later than the scheduled time or more than 5 minutes before the scheduled time. Buses must depart from the stop no earlier than the scheduled departure time.

2.1.1.4.2 The Contractor shall notify the COR immediately of any delay of 10 minutes or longer and implement corrective action within 60 minutes at no additional cost to the Government, unless excused by the Contracting Officer due to force majeure. For Inbound runs (home-to-school), release students only to the school staff at the loading zone.

For Outbound runs (school-to-home), ensure students disembark the vehicle at their proper stops.

During the Outbound runs, do not release Pre-K through 2nd grade students from the vehicle without the parent or designated caregiver present to take charge of the child.

In the event the parent or caregiver is not at the stop within 5 minutes of the vehicle’s arrival or scheduled arrival, whichever is later, the bus driver will notify the CM who shall notify the COR for instructions. The Driver will wait for a response from the CM before continuing the bus route.

2.1.2.1.6 In the event of an accident or incident, assess each passenger for injuries and provide first aid and/or Cardiopulmonary Resuscitation (CPR) to passengers as required until either emergency rescue personnel arrive on the scene; and take control of the situation until the vehicle reaches a medical facility.

2.1.2.1.7 Correct observed unsafe actions by students, especially to prevent an accident or injury, and to assist the driver, if requested, to restore good order and discipline when unruly student behavior interferes with the Driver's ability to operate the bus safely. In such cases, the Safety Attendant may assist the Driver in preparing the School Bus Student Misbehavior Report, but the Driver shall remain responsible for reporting the incident.
