About this file

This is a Rough Order of Magnitude (ROM) Cost Breakdown pricing workbook template for a student transportation services contract at the United States Military Academy, West Point, New York. The workbook is structured to capture pricing for a base year (SY 2027-2028) plus four option years (SY 2028-2029 through SY 2031-2032), with an additional FAR 52.217-8 option period for six months. The contract encompasses five primary service categories: Daily Commute Transportation Service, Special Education (SPED) Transportation Service, Curricular Transportation Service, Co-Curricular Transportation Service, and Extended School Year (ESY) Transportation Service. Pricing requirements include detailed labor categories (drivers, safety attendants, safety aides, dispatchers, and contract management), indirect cost elements (fringe, overhead, G&A, and fee), fleet capital and operating costs (vehicle capital/lease, depreciation, maintenance, fuel, insurance, inspections, and enhancements), and other direct costs (driver training, safety and security training).

The workbook requires offerors to complete all yellow cells with unit prices and labor hour information, with totals calculating automatically. Daily Commute service is priced at 180 days per year with 2,520 safety attendant runs for pre-K through Grade 2 routes. SPED service consists of 180 days annually with 2,160 safety aide runs. Curricular and co-curricular services are priced on a per-job basis (12 jobs for 0-4 hours, 58 jobs for 4-8 hours per service type). ESY service includes 25 days and 50 safety aide runs annually. The contract is structured as fixed-price with the contractor assuming risk for market fluctuations in fuel, maintenance, and vehicle parts. The NAICS code is 485410 (School and Employee Bus Transportation) with a $30.0 million small business size standard threshold, and the PSC is V222 (Passenger Motor Charter Transportation).

Cost Element Descriptions

1. Labor Category Development Labor categories were developed to support the objectives from the PWS that the labor categories address.

2. Direct Labor Rate Direct Labor is the cost of labor that can be specifically identified and charged to this specific student transportation requirements. These employees perform the actual work required by the contract.

3 Indirect Cost Structure Fringe Benefits: Includes benefits such as health insurance, retirement contributions, payroll taxes, and paid leave, as applicable.

Overhead: Covers indirect labor, facilities, equipment, utilities, and program support costs.

General & Administrative (G&A): Covers corporate-level expenses including finance, HR, legal, and executive management.

Fee/Profit: Represents contractor profit consistent with competitive federal services contracting environments.

4. Escalation :Expected wage inflation in the area(s) where contract performance will take place labor market Anticipated increases in compensation for cleared and specialized personnel

5. Fleet Capital & Operating Cost Development Fleet capital and operating costs required to acquire, maintain, and operate vehicles and equipment dedicated to or utilized in direct support of the PWS requirements.

-Cost Composition: the estimate accounts for both capital components (such as vehicle depreciation, capital lease charges or financing costs) compliant with FAR 31.205-11 and operating components (including fuel, routine maintenance, repairs, tires, insurance, state registration and mandatory local licensing fees.
-Pricing Assumption: Because this is a fixed-price requirement, fleet capital and operating costs are incorporated into the fixed unit or total prices. The Offeror assumes the risk of market fluctuations in fuel prices, maintenance expenses, and vehicle parts. Projections used reflect realistic lifecycle cost assumptions over
the period of performance without adjustment for actual cost variances.
-Allocation & Basis of Projections: Fleet quantities, vehicle types and mileage/usage assumptions are tied directly to operational support volume, geographic dispersion, and travel requirements within the place of performance. Option year pricing incorporates appropriate vehicle maintenance inflation and fuel price trend factorswhere applicable.

6. Other Direct Cost (ODCs) ODCs to capture essential non-labor, non-fleet expenses requried for successful contract performance that are not otherwise included in indirect cost pools or standard labor pricing. Under a fixed-price arrangement, projected ODCs are incorporated into the fixed unit or total price. ODCs may include but are not limited to:

-Materials and Supplies: Software licenses, training materials, office supplies or specialized equipment required exclusively for contract execution.
-Driver & Safety Training: Specialized training required to ensure all personnel operating government or contractor-owned fleet vehicles meet strict regulatory, safety and operational standards.
